Nation State Threat Center Intelligence Support Services

Position Overview

The Subject Matter Expert (SME) provides senior-level analytic expertise supporting homeland security, domestic threat assessment, and protection of U.S. critical infrastructure. The SME serves as the technical authority within their assigned portfolio (e.g., cyber threats to infrastructure, foreign malign influence, border security, transnational activity, emergency preparedness, or infrastructure resilience) and delivers high-confidence intelligence assessments to federal and interagency decision-makers.

The SME ensures analytic rigor, multi-source integration, and compliance with Intelligence Community (IC) standards while supporting national preparedness, homeland defense, and incident response missions.

Key Responsibilities
  • Advanced Homeland Threat Analysis
    • Lead in-depth assessments of nation-state and foreign-sponsored threats impacting the U.S. homeland.
    • Analyze threats to:
      • Critical infrastructure sectors (energy, water, transportation, communications, financial services)
      • Cyber networks and industrial control systems (ICS/SCADA)
      • Border and maritime security environments
      • Public health and emergency response systems
    • Evaluate foreign influence operations, disinformation campaigns, cyber intrusions, and infrastructure targeting activities.
    • Develop strategic-level homeland threat assessments and risk analyses.
  • Technical & Functional Expertise

  • Provide subject matter expertise in one or more of the following homeland security domains:
    • Cyber threat intelligence and infrastructure protection
    • Foreign malign influence and information operations
    • Critical infrastructure vulnerability and risk assessment
    • Border security and transnational threat networks
    • Counterintelligence threats to domestic institutions
    • Emergency management and continuity of operations (COOP)
    • Infrastructure resilience and disaster preparedness

    Ensure integration of GEOINT, SIGINT, HUMINT, MASINT, OSINT, cyber reporting, and law enforcement information streams where appropriate.
  • Senior Leader & Interagency Engagement
    • Brief senior leaders and interagency stakeholders on homeland threat conditions and risk posture.
    • Provide decision-support products to organizations such as:
      • U.S. Department of Homeland Security
      • Federal Bureau of Investigation
      • Federal Emergency Management Agency
      • State, Local, Tribal, and Territorial (SLTT) partners
    • Support interagency working groups, fusion centers, and homeland security exercises.
    • Provide surge analytical support during national emergencies, cyber incidents, or major disaster events.
  • Tradecraft, Standards & Oversight
    • Ensure analytic products meet standards established by the Office of the Director of National Intelligence.
    • Apply structured analytic techniques and clearly articulate assumptions, confidence levels, and intelligence gaps.
    • Review and validate products for sourcing integrity, objectivity, and civil liberties compliance.
    • Mentor junior and mid-level analysts in homeland security tradecraft and production standards.
  • Risk, Indicators & Warning
    • Develop homeland-focused indicators and warning frameworks.
    • Identify emerging trends in cyber activity, infrastructure reconnaissance, foreign influence operations, and domestic vulnerabilities.
    • Recommend collection priorities to address intelligence gaps affecting homeland protection.
    • Contribute to risk assessments aligned with national preparedness and infrastructure protection doctrine.

    Required Qualifications
    • Bachelor's degree in Homeland Security, Intelligence Studies, Cybersecurity, Political Science, Emergency Management, or related discipline (Master's preferred).
    • Minimum 10+ years of intelligence or homeland security experience.
    • Demonstrated expertise in a defined homeland security domain.
    • Experience supporting federal or interagency homeland missions.
    • Active Top Secret clearance with SCI eligibility (TS/SCI required).
    • Proven experience briefing senior federal leadership.

    Desired Qualifications
    • Prior experience within DHS components, FBI, or other federal homeland security organizations.
    • Experience with National Infrastructure Protection Plan (NIPP) concepts and risk frameworks.
    • Background in cyber threat intelligence or critical infrastructure security.
    • Experience working with SLTT partners and fusion centers.
    • Familiarity with national preparedness doctrine and incident command structures (e.g., NIMS/ICS).
