SPAARK 2.0 is seeking a Scrum Master to assist the DHA out of Falls Church, VA.The Scrum Master facilitates high performance delivery for distributed Agile teams by enabling collaboration, coordinating schedules, removing impediments, and maintaining consistent progress on program objectives. The Scrum Master ensures teams follow structured Agile ceremonies, uphold quality standards, and adhere to DHA approved governance, reporting, and documentation practices.
This role is responsible for driving transparency, fostering team cohesion, and ensuring aligned execution across all SOW objectives, supporting Government stakeholders, technical teams, data specialists, and project leadership.
Responsibilities:
-Lead Agile ceremonies for in person and virtual environments including daily standups, sprint planning, backlog refinement, sprint reviews, and retrospectives ensuring they are structured, documented, and value driven.
-Remove impediments and distractions for remote team members by coordinating with Government stakeholders, domain owners, system contacts, and SMEs to resolve blockers quickly.
-Promote collaboration practices that ensure engagement and equal participation across distributed team members.
-Maintain project schedules using DHA approved project management tools, tracking dependencies and milestones across all SOW objectives and team workstreams.
-Monitor velocity, sprint commitments, and deliverable timelines, escalating risks or delays and ensuring remote teams stay aligned with Government expectations.
-Ensure teams follow Agile best practices that reinforce quality, documentation completeness, auditability, and compliance with DHA/DOW/NIST standards across deliverables.
-Support virtual QA processes for metadata validation, repository configuration, lineage documentation, and catalog related outputs.
-Track defects, resolution steps, and quality related risks in remote collaboration environments.
-Serve as a key facilitator between cross functional teams and Government stakeholders by coordinating structured engagements, clarifying decisions, and documenting outcomes.
-Maintain consistent bidirectional communication across multiple vendor teams, data governance participants, and program leadership.
-Use performance metrics such as sprint velocity, throughput, impediments, and workflow efficiency to identify improvement areas within remote teams.
-Drive adoption of standardized templates, friendly processes, and optimized workflows aligned with DHA governance and reporting expectations.
-Coordinate Agile work execution across including:
*Data inventory planning, stakeholder engagement, and validation cycles.
*Repository setup, metadata fields, access control alignment.
*AoA evaluations, workshop coordination, assessment documentation.
*Documentation management, migration planning, and metadata readiness.
*Metadata modeling, governance RACI, lineage mapping coordination.
*Federation, synchronization, catalog alignment activities.
*Self service evaluation, testing, and user feedback loops.
*Governance pilots, data product lifecycle coordination.
Qualifications:
-Bachelor’s degree in information systems, Project Management, Business, or related field, or equivalent experience.
-5+ years of experience as a Scrum Master or Agile facilitator supporting technical or data focused delivery teams.
-Demonstrated success supporting remote Agile teams, ensuring engagement, alignment, and consistency across distributed environments.
-Experience working on federal or highly structured programs with governance, documentation, and quality requirements.
-Strong conflict resolution, facilitation, and communication skills in virtual settings.
-Proficiency using friendly Agile tools such as Jira or DHA approved equivalents.
-U.S. Citizenship required; ability to obtain a clearance; active DoD security clearance preferred.
Preferred Qualifications:
-Strong virtual facilitation and team coaching abilities across distributed settings.
-Ability to manage cross team dependencies and coordinate multiple concurrent objectives.
-Analytical mindset for identifying process inefficiencies and recommending improvement strategies.
-Experience with data governance, metadata standards, lineage activities, or catalog aligned workstreams.
Preferred Certifications:
-Certified ScrumMaster (CSM), SAFe Scrum Master (SSM), or PMI ACP.
