Great Hill is looking to hire a Program Management Subject Matter Expert (SME) to support our government client in Orlando, FL. This position requires an active Top Secret clearance with SCI eligibility.
The Program Management SME will provide senior-level subject matter expertise in planning and programming actions in support of a critical Department of War (DoW) cyber operations program. The selected candidate will serve as a trusted advisor to Government leadership, integrating programmatic, acquisition, technical, and fiscal execution activities across multiple contracts and geographically dispersed facilities. This role demands an experienced professional capable of operating in high-visibility environments, synthesizing complex inputs, and delivering actionable recommendations to protect cost, schedule, and performance objectives.

Roles and Responsibilities include, but are not limited to :
- Lead and support program planning and execution activities to ensure alignment with cost, schedule, and performance objectives.
- Analyze complex program challenges and provide senior-level recommendations to mitigate risk and protect mission outcomes.
- Integrate programmatic, technical, acquisition, and financial inputs across multiple program contracts and geographically dispersed sites.
- Oversee and advise on acquisition lifecycle activities, including documentation development, milestone tracking, and regulatory compliance.
- Support source selection activities in an advisory capacity, ensuring disciplined execution and adherence to acquisition requirements.
- Develop and present complex program documentation and briefings for leadership and higher headquarters.
- Establish and maintain risk management and mitigation strategies across assigned projects and contracts.
- Monitor contract performance, financial execution, obligations (including MIPRs), and forecasting to provide accurate status reporting to leadership.
- Ensure disciplined management of CDRLs, contract deliverables, lifecycle actions, and modification tracking.
- Provide trusted, senior-level advisory support to Government leadership to enable informed strategic and operational decision-making.
Basic Qualifications:
- Active Top Secret (TS) clearance with SCI eligibility (current and in good standing).
- Bachelor's degree from an accredited institution; advanced degree preferred.
- Minimum of 15-20 years of progressively responsible experience supporting complex, high-visibility government programs within the national security enterprise.
- Demonstrated experience operating at the senior leadership level, providing strategic program oversight across acquisition, financial, and operational domains.
- Deep understanding of DoD acquisition lifecycle management, contract execution, and fiscal oversight within multi-contract portfolios.
- Proven ability to analyze policy, budgetary, and programmatic impacts and translate them into executable guidance for leadership.
- Extensive experience preparing and delivering executive-level briefings, white papers, position papers, and acquisition documentation.
- Advanced proficiency in Microsoft Office Suite, including development of senior-level reports and data-driven analyses.
- Exceptional written and verbal communication skills, with the presence and judgment required to engage senior Government stakeholders.
- Ability to operate independently in a small, high-performing team environment while coordinating across geographically dispersed organizations.
Desired Skills:
- Extensive experience working within the DoW with a strong understanding of military structure, leadership dynamics, and professional protocol when engaging senior uniformed personnel.
- Direct experience supporting DoW acquisition program offices managing complex, multi-year procurement efforts.
- Demonstrated familiarity with DoW contracting and procurement processes, including planning, budgeting, solicitation development, contract award, execution monitoring, and lifecycle management.
- Comprehensive knowledge of federal contract structure, including interpretation of CLINs, CDRLs, modifications, funding instruments, and performance monitoring mechanisms.
- Experience advising senior leaders on source selection strategies, acquisition planning, and compliance with statutory and regulatory acquisition requirements.
- Professional certification(s) such as PMP, PgMP, DAWIA/Back-to-Basics certification, Agile credentials, or equivalent executive-level program management certifications.
- Experience managing financial execution at scale, including MIPR oversight, obligation tracking, forecasting, and cost control frameworks across distributed contracts.
