Department Summary:

The MITRE Intelligence Center is seeking a Division Chief Engineer (CE) for the Global Intelligence Division (N970), focused on MITRE's Cryptologic, GEOINT, and Space sponsors. The CE reports to the Division Director for N970 and serves as the Division's senior technical leader, responsible for ensuring that MITRE delivers technically rigorous, high-impact solutions in support of the National Security Agency (NSA), the National Geospatial-Intelligence Agency (NGA), and MITRE's National Space Program (NSP).

As the Division's highest-level technical authority, the CE is accountable for advancing N970's technical strategy and ensuring analytic, engineering, and test and evaluation excellence across all work programs. The CE applies deep technical expertise to shape MITRE's contributions to NSA, NGA, and space missions-driving quality, innovation, cross-INT integration, and enterprise-level impact.

The CE is a core member of the Intelligence Center senior leadership team, partnering with the N970 Division Director and other technical leaders across MITRE to ensure the Division's work anticipates emerging mission challenges, leverages MITRE's cross-center capabilities, and delivers enterprise-level impact for cryptologic, GEOINT, space, and broader Intelligence Community (IC) sponsors.

The primary responsibilities of the position must be carried out in person at MITRE's Fort Meade site, Bedford campus and/or McLean campus. Applicants will establish a regular presence at NSA, NGA, National Space Program, and other sponsor locations, as well as MITRE locations with staff supporting those organizations, and must be available to travel to those locations on short notice. This may entail frequent, flexible, or extended travel as mission and organizational needs dictate.

Roles & Responsibilities:

Technical Leadership and Strategy
  • Serve as the senior technical authority for all N970 work, ensuring technical rigor, analytic excellence, and mission relevance across cryptologic, GEOINT, cyber, and space mission areas.
  • Shape the Division's technical strategy, ensuring alignment to NSA, NGA, and National Space Program priorities; major sponsor and environmental trends; and MITRE's enterprise capabilities.
  • Provide executive-level technical counsel to NSA, NGA, and NSP sponsors on issues including:
    • Cyber security
    • Collection, exploitation, and analysis of signals intelligence
    • GEOINT mission areas
    • Multi-domain operations
    • Modeling and simulation
    • Computer and analytic sciences
    • Reverse engineering
    • Automation
    • Artificial intelligence and machine learning
  • Identify emerging mission and technology trends across cryptologic, GEOINT, cyber, and space domains and ensure N970 is positioned to address them with foresight, innovation, and credibility.


Technical Oversight and Quality Assurance
  • Lead technical reviews, sponsor deliverable assessments, and Division-wide quality assurance processes for N970 programs supporting NSA, NGA, and NSP.
  • Ensure consistent application of intelligence tradecraft, engineering standards, test and evaluation (T&E) methodologies, and analytic best practices across N970 projects.
  • Guide complex, high-consequence work and ensure N970 efforts contribute meaningfully to enterprise missions, multi-domain operations, and national decision-making.
  • Ensure that N970's technical work advances support to DoW missions (in partnership with Mission and other Divisions), including enabling and leveraging cross-cutting capabilities and priorities, tactical intelligence, Golden Dome / IAMD, and integrated space warfighting.
  • Regularly evaluate current work and new opportunities for alignment to corporate, sector, and center strategies-ensuring differentiation, use of MITRE's depth in critical areas, and contribution to the most consequential national security challenges.
  • Implement and contribute to the continued evolution of risk management efforts for sensitive projects.


Cross-MITRE Integration and Innovation
  • Drive technical integration across MITRE Divisions, labs, FFRDC capabilities, and innovation centers to strengthen enterprise solutions for NSA, NGA, and NSP sponsors.
  • Collaborate and partner with senior MITRE leadership in other divisions and resource organizations to plan and align growth strategies in delivering sponsor solutions.
  • Build relationships, networks, and cross-sponsor approaches that increase the value of the FFRDC platform and enable cross-agency solutions to national security challenges.
  • Facilitate cross-sponsor architectures, pilots, and prototypes that enable sponsors to leverage emerging technologies effectively and accelerate modernization of cryptology, GEOINT, and space capabilities.
  • Identify opportunities for information sharing, co-development, and capability transfer between national and military intelligence work programs, particularly where NSA, NGA, and NSP missions intersect with Service Intelligence and other DoW sponsors.
  • Engage MATRIX leaders to bring new technology to sponsor mission applications, partner in strategy and work program development, and connect to sponsors and their needs to shape MATRIX strategies and roadmaps.


Sponsor Engagement and Thought Leadership
  • Engage directly and frequently with senior NSA, NGA, and National Space Program leaders on emerging technical challenges, enterprise modernization, and strategic priorities.
  • Serve as a trusted partner to sponsors through thought leadership in critical mission areas, helping shape problem spaces and influence strategic direction through high-credibility, high-impact technical advice.
  • Represent MITRE as a distinguished technical leader in IC-wide, space, and joint warfighting forums, working groups, and interagency initiatives focused on cryptology, GEOINT, cyber, and space operations.
  • Lead engagements with other FFRDCs, UARCs, and broader industry partners to maximize sponsor access to impactful capabilities.
  • Develop and maintain a network of industry and academic partnerships contributing to NSA, NGA, and space sponsor missions and needs.
  • Create and help implement strategies for commercial capability acceleration and integration into future architectures and capabilities.
  • Support the Division Director in shaping, developing, and capturing high-technology business pipelines for NSA, NGA, and NSP sponsors, including follow-on and new work and transition of R&D outcomes into sponsor environments.


Staff Development and Workforce Shaping
  • Develop and mentor a high-caliber technical workforce across N970, ensuring the Division maintains the required depth and breadth of analytic, engineering, and T&E expertise in cryptology, GEOINT, cyber, and space domains.
  • Shape talent pipelines, skill development, and succession planning for critical technical areas, including signals intelligence, GEOINT, space systems, cyber systems, AI/ML, and modeling and simulation.
  • Cultivate a strong and positive culture and sense of belonging, supporting recruiting, retaining, and developing a highly skilled team, with a deliberate focus on early career workforce development.
  • Promote a collaborative, inclusive technical culture that models MITRE values-commitment to the public interest mission, technical excellence that counts, people in partnership, and integrity above all else-and empowers staff to innovate and grow.


Business and Program Support
  • Partner with the N970 Division Director to shape the Division's work program and ensure technical feasibility, quality, and mission value for NSA, NGA, and NSP sponsors.
  • Advise on the technical content of proposals, program plans, statements of work, and sponsor engagements.
  • Help shape, develop, and capture high-technology business pipelines for diverse national security sponsors, including follow-on and new work for existing sponsors and opportunities with new U.S. organizations and international allies.
  • Support revenue, delivery, and performance objectives through technical insight and strategic guidance.
  • Inform and help direct internal research and development efforts and other investment portfolios to enable future cryptologic, GEOINT, cyber, and space capabilities and architectures.


Infrastructure and Mission Support
  • Develop and execute plans for establishing and maintaining the facilities and infrastructure to support the work of the Division, including compartmented areas with co-use agreements as needed for NSA, NGA, and NSP missions.
  • Partner with government sponsors to increase the agility and flexibility of FFRDC resource allocation processes in support of cryptologic, GEOINT, and space priorities.


Basic Qualifications:
  • Minimum of 15 years of related experience with a Bachelor's degree; 12 years with a Master's degree; 10 years with a PhD; or an equivalent combination of related education and work experience.
  • Deep working knowledge of the National Security Agency (NSA), the National Geospatial-Intelligence Agency (NGA), and National Space Programs.
  • Broad knowledge and familiarity with the U.S. intelligence and national security community.
  • Leadership experience with national space programs, DoW space missions and capabilities, and space operations, logistics, and sustainment.
  • Deep technical expertise with NSA, NGA, and National Space Program mission requirements in areas such as:
    • Space systems
    • Cyber systems and cyber security
    • Collection, exploitation, and analysis of signals intelligence
    • Cryptologic and GEOINT mission areas
    • Multi-source intelligence analysis and tradecraft
    • Radar systems
    • Cross domain solutions
    • Technical intelligence analysis
    • Data strategy and architecture
    • Intelligence systems engineering
    • Modeling and simulation
    • Research test and evaluation
    • Automation, artificial intelligence, and machine learning
    • Emerging technologies and analytic modernization
  • Demonstrated expertise in spearheading and optimizing integration initiatives across national and military intelligence programs, ensuring seamless coordination and strategic alignment across cryptologic, GEOINT, cyber, and space operations.
  • Demonstrated ability to make significant technical contributions on a range of relevant work programs, ensuring technical rigor, analytic excellence, and mission relevance.
  • Proven ability to deliver high-consequence technical outcomes and oversee large-scale analytic, engineering, or T&E efforts for intelligence and space missions.
  • Experience executing large complex endeavors from strategic, operational, and financial perspectives.
  • Successful record of engagement, relationship-building, and collaboration with senior leaders in government and industry in a complex national security environment.
  • Significant exposure to and experience solving mission-oriented challenges of government sponsors, including cyber security, multi-domain operations, and integrated space warfighting.
  • Strong background in programmatic focus areas such as intelligence sharing, DoW acquisition processes, joint program office development and management, and secure facility accreditation.
  • Demonstrated ability to work across organizations and integrate efforts to achieve more impactful outcomes, including extensive experience collaborating across large engineering organizations to develop and implement cross-cutting strategies and initiatives.
  • Excellent communication skills with all levels of sponsors and internal staff, including the ability to convey complex technical concepts to senior leaders.
  • Ability to work on-site at MITRE's Fort Meade site, Bedford campus and/or McLean campus 5 days per week, with a regular presence at NSA, NGA, National Space Program, and other sponsor locations, and availability for frequent, flexible, or extended travel as mission and organizational needs dictate.
  • Active TS/SCI Clearance with FS or CI polygraph.
  • Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
  • This position requires a minimum of 4 days a week on site.


Preferred Qualifications:
  • Graduate degree (Master's or PhD) in engineering, computer science, physical sciences, mathematics, intelligence studies, national security, or related fields; advanced graduate degree in systems engineering preferred.
  • Current MITRE Project or Task Leader delivering technical development, systems engineering, or requirements management for an active program, particularly in support of NSA, NGA, or space missions.
  • Demonstrated leadership of programs or technical efforts that provide innovative solutions leading to game-changing capabilities for cryptologic, GEOINT, cyber, or space missions.
  • Experience shaping IC-wide or cross-agency modernization initiatives, enterprise architectures, or cross-agency technical frameworks related to signals intelligence, GEOINT, cyber, or space operations.
  • Demonstrated ability to lead technical foresight, assess emerging technologies, or develop future-oriented analytic approaches for intelligence and space communities.
  • Combination of military service and industry or FFRDC experience supporting intelligence or space missions.
  • Recognized thought leadership within the IC or defense community, particularly with NSA, NGA, or national space stakeholders.
  • SAP/CAP clearance eligibility.
