Help
Oversees planning, development, project management, collaboration, and execution related to the DoW acquisition workforce, human capital strategic planning, policies, programs, projects, and initiatives that fulfill the objectives and priorities of the Under Secretary of War for Acquisition and Sustainment. This includes supporting the Defense Acquisition Workforce Improvement Act (DAWIA), the DoW Acquisition Workforce Education, Training, Experience and Career Development Program, as well as additional mission functions such as analytics, accountability, and congressional reporting. Conducts research and develops high-quality staffed actions-such as policies, programs, initiatives, events, accountability measures, and congressional reports-while collaborating and coordinating effectively with Department of War component stakeholders as appropriate. Develops and disseminates effective written, verbal, multimedia, and other communications in support of HCI leadership's strategic outreach objectives and organizational mission. Responsibilities include creating talking points, information papers, web materials, symposium presentations, summit briefings, governance meeting documentation, and working group forum materials. Manages workforce requirements, data analysis, and analytics to support the execution of DoW acquisition workforce, human capital, and talent management policies, programs, and initiatives. Leads, mentors, and develop HCI leadership-aligned DoW positions on relevant Congressional matters, including the preparation of written responses to Hill inquiries, analysis of draft bills and enacted legislation, and formulation of DoW legislative proposals. Directs and executes HCI business operations, accountability processes, and reporting essential for planning and executing the HCI mission and operational objectives. Performs additional duties as assigned.

GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management positions.
SPECIALIZED EXPERIENCE: one (1) year of specialized experience at the next lower broadband level, NH-03, comparable to GS-13 or equivalent in other personnel pay systems. Relevant experience includes:Strategically planning, developing, and implementing talent and workforce management policies and programs; Providing analytical insights and decision support for the formation of workforce policies; Preparing professional written communications; and Leading the development, collaboration, and coordination of Department of War-wide acquisition workforce initiatives, staff documentation, and correspondence at the Office of the Secretary of War level. Applicants who possess the Qualifying Recruitment Factors (QRFs) will be regarded as highly qualified. The QRFs for this position are outlined below:
