Duties

  • You will provides advice and technical assistance to the NAVSUP BSC Command, to COMNAVSUPSYSCOM, and to user or system proponent activities.
  • You will be responsible for quality assurance certification on all work accomplished.
  • You will provide daily decisions to assess and adjust workload priorities, project/program emphasis, personnel, resources allocation, organization structure, personnel responsibilities, etc. for the Department.
  • You will plan, direct, control, evaluate, and redefine objectives for departmental functions consisting of acceptance/rejection and prioritization of all projects/workload from all sources.
  • You will supervise a professional staff and perform administrative and supervisory duties of such as evaluating performance, resolving problems, selecting personnel, developing and training subordinate staff, and carrying out EEO policies.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment

Qualifications

Your resume must demonstrate at least one year of Information Technology (IT) Program Manager related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, I have one year of IT Program Manager specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector that demonstrates mastery knowledge of and experience developing and interpreting strategy, policy, planning and budgeting concepts/practices, in support of interrelations of multiple IT disciplines ( i.e. Cyber Security, Enterprise Architecture , Information Assurance) and program/project management methods related to the management of an organization's Information Security/ Information Technology (I.S./I.T.) and IS/IT support resources. Specialized experience must demonstrate performing a majority of the following duties: 1) Demonstrating a mastery knowledge of DON CIO, Cybersecurity, and DOD Risk Management Framework to ensure that system hardware and software complies with security standards; 2) Showcasing a mastery understanding of DOD Program Planning and budget processes, such as DON Budget Formulation and making recommendations on program budget submissions and reclamas and program initiatives; 3) Developing new and future IT business investments and expenditures to conform to the DOD/DON policy, as well as creating model approaches for IT systems and their software. 4) Providing oversight and direction for matrixed support teams comprised of Contractor and Organic team members; 5) Planning, coordinating and directing the work of staff and finding ways to improve production or increase the quality of Information Technology work directed. 6) Leads strategic planning, investment control, workforce planning, resource management, and/or knowledge management for enterprise information technology solutions
