Duties

  • You will ensure that all elements of the Contract Administration Quality Assurance Program are resourced properly by the quality managers ensuring that adequate product inspections, procedure evaluations and audits are performed.
  • You will analyze the effects of present and future workload requirements and make recommendations to the Quality Managers and the Quality Assurance Director for appropriate actions.
  • You will establish measures to improve coordination among subordinate units and establish data required for management control purposes.
  • You will direct, guide, monitor and evaluate the progress and review work assigned as well as develop internal methods, procedures and policies governing the operation of assigned functions and responsibilities.
  • You will implement quality assurance programs and goals to ensure that contractual obligations have been met, including builders acceptance and final contract trials.
  • You will resolve complex engineering, quality assurance, change management and planning issues for both new construction and repair/overhaul ships.
  • You will direct the planning and execution of the quality program including technical aspects of quality assessments and analytical procedures used in the assessment of the contractor's procedures, products and ship's systems.
  • You will provide contact with Senior Department Leadership, other Department Heads within the Command, the contractor's organization, ad other activities to ensure necessary coordination of quality program efforts.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: directing, guiding, monitoring, and evaluating the development and maintenance of a quality assurance program and providing oversight for contract administration for construction and repair of submarines and submarine modules

Additional information

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-04 broadband level encompasses positions equivalent to GS-14 and GS-15. This position has a control point; thus the salary range may be capped at GS-15, step 05, which is equivalent to $189,902. If you're current salary is above this amount, your salary may be matched.

This position is covered by the Department of Defense Priority Placement Program.
