Duties

  • Performs career broadening assignments providing strategic and nonprofessional technical guidance as well as consultative advisory services throughout for assigned, multiple MAJCOMs and to other specialists in AFSVC on the effective use of Services programs to support goals and objectives and produce results that accomplish missions for the agency and assigned commands.
  • Performs career broadening assignments conducting and/or leading studies to improve Services programs and/or influence policy changes for assigned multiple MAJCOMs that typically involve long-range, highly complex, and often politically sensitive topics.
  • Carries out special projects and assignments designed specifically to meet the broadening intent of the position.
  • Reviews actions of NAF Councils approving expenditures for entertainment, equipment, and furnishings to ensure efficient use of funds; reviews construction and renovation project plans submitted for APF and/or NAF funding.
  • Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with assigned MAJCOMs' leadership, supervisors, customers, and co-workers; may conduct or leads conferences.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Position may be subject to random drug testing
  • Frequent travel TDY is required using commercial and/or military air or using any other mode of transportation directed by management. May involved extended days while in travel status and long waits in commercial airports.
  • Extended work hours may be required as workload demands.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing Services programs, coupled with expert knowledge of procedures, methods, and publicity techniques of business operations, including the development of contracts and community wide event planning within functional areas such as: hospitality, food and beverage, clubs, lodging, fitness facilities, outdoor recreation (e.g., golf courses), bowling centers, and community centers, to develop, revise, and advise on programs to meet goals and promote patronage within available resources. Additionally, possess expert analytical and evaluative methods including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered, to select and apply appropriate program evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of Services programs and the resolution of problems. To be creditable, the specialized experience must have been at the GS-12 level or equivalent under other pay systems in the federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing Services programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities.

2. Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of Services programs and the resolution of problems.

3. Knowledge of policies, procedures, methods, and publicity techniques of business operations, including the development of contracts and community wide event planning within functional areas such as: hospitality, food and beverage, clubs, lodging, fitness facilities, outdoor recreation (e.g., golf courses), bowling centers, and community centers, to develop, revise, and advise on programs to meet goals and promote patronage within available resources.

4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures across a major military command or comparable organization to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.

5. Knowledge of appropriated and nonappropriated fund programming processes, practices, and procedures to justify and recommend budget submissions.

6. Skill in communicating, both orally and in writing, to provide consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months
