• Compile and summarize financial and/or budget information related to assigned areas of a financial program.
• Reconcile a variety of accounts and financial transactions within multiple systems.
• Interpret standard organizational budgetary accounting, or financial administrative procedures, practices, and regulations.
• Analyze functions associated with the management and control of resources or funds.
• Provide assistance to assigned project teams in budgeting and cost analysis.

• This is a TERM position not to exceed 2 years.
• Financial Management Certification Level 2 is required. Must be obtained upon employment.
• This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
• Applicants tentatively selected for appointment to this position will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations.
• Current permanent Federal employees (to include permanent Defense Health Agency employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position

In order to qualify, you must meet the education and/or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) performing routine reconciliation of financial accounts, 2) using an automated financial or accounting system to track financial transactions or run reports, and 3) assisting with the review of budget or accounting data to identify discrepancies . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting, or Economics

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. • Term Appointment NTE - Position may be filled as a Term Appointment NTE 2 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
• Position may be made permanent without further competition but is dependent on the appointment eligibility of the employee at time of conversion. This announcement does not automatically confer conversion eligibility. Candidates applying may not be eligible for conversion to a permanent appointment (i.e., employee's sitting on Excepted Service positions) at a later time.
• Career and career-conditional employees in the competitive service who are employed in the United States or in a nonforeign area and who accept an assignment in a foreign area or in a nonforeign area different from the one in which they are currently employed shall be granted statutory return rights in accordance with section 1586 of Reference (h) for a period of 5 years if continuously employed in a foreign or nonforeign area. This policy:
• (1) Applies whether the employee moves to a position with the same DoD Component or with a different DoD Component.
• (2) Applies to both the initial movement and any subsequent movement within the 5-year period (e.g., the employee initially moves to a position with the same DoD Component, and subsequently moves to another foreign area position with a different DoD Component).
• (3) Does not apply to employees assigned to nonappropriated fund positions.
