Major responsibilities include:
1. Hazardous Materials (HAZMAT) Management
- As the primary Hazardous Material Coordinator (HMC) and a deputy to the Chemical Hygiene Officer (CHO), the candidate will manage all aspects of the laboratory's Chemical Hygiene Plan (CHP) in accordance with SOP-100-016.
- Chemical Hygiene Plan (CHP) & Compliance: Responsible for the implementation, annual review, and enforcement of the lab's CHP. Ensures all HAZMAT operations comply with SOP-100-016, NSACRANEINST 5100.1, and 5090.2. Conducts regular, formal housekeeping and chemical hygiene inspections of all laboratory and storage areas.
- Procurement and Inventory Control: Manages the entire lifecycle of hazardous materials. Coordinates all procurement, reviews and approves new HAZMAT in conjunction with the CHO, and maintains a complete and accurate inventory. Ensures all containers are properly labeled with a Crane Serial Number (CSN) and that physical and online Safety Data Sheet (SDS) records are maintained and accessible.
- Hazardous Waste Management: Serves as a designated Hazardous Waste Generator, responsible for the compliant management of all waste streams. This includes overseeing Satellite Accumulation Areas (SAAs), ensuring proper containerization and labeling of waste, coordinating transfers with the Environmental Protection (EP) office, and maintaining the chemical disposal log book.
- Training and Emergency Response: Ensures all personnel receive initial and annual job-specific HAZCOM and CHP training. Acts as the primary point of contact for HAZMAT spills, responsible for leading the response to moderate spills and immediately reporting major accidents to the NSA Crane Emergency Dispatch (911) and division management.
2. Electrostatic Discharge (ESD) Program Management
- As the designated ESD Control Coordinator, the candidate will be responsible for the implementation, maintenance, and verification of the facility's ESD control program in accordance with NSWCCRANEINST 4855.10B.
- Program Implementation: Develop and maintain the local ESD Control Program Plan, ensuring compliance with ANSI/ESD S20.20 and the specific technical requirements for handling ESDS items. This includes managing all aspects of ESD Protected Areas (EPAs), from workstation setup to proper signage.
- Compliance Verification & Auditing: Perform and document periodic inspections of all EPAs and workstations to verify their integrity and effectiveness. This includes ensuring quarterly testing of work surfaces and maintaining daily logs for personnel grounding systems (wrist/heel straps). All verification records must be maintained for a minimum of three years.
- Training & Certification: Administer the annual ESD Awareness Training program for all personnel who handle ESDS items. Ensure employees complete the training via ESAMS, achieve a passing score of at least 80%, and that all training records are properly maintained.
- Technical Process Control: Oversee all technical ESD processes, including the proper use of grounding/bonding systems, control of relative humidity, and enforcement of procedures for handling, packaging, and marking ESDS items. Responsible for prohibiting non-essential insulators and ensuring process-essential insulators maintain a minimum 12-inch separation from ESDS hardware.
3. Records Management & File Plan Administration
- The candidate will ensure all operational, safety, and compliance documentation is meticulously managed in accordance with NSWC Crane Instruction 5210.2B and other governing policies.
- File Plan Execution: Responsible for developing, maintaining, and conducting annual reviews of the organization's file plan. Ensures all records, including those in Electronic Information Systems (EIS), are correctly categorized with the proper Standard Subject Identification Code (SSIC) and retention schedule.
- Lifecycle Management: Manages the complete lifecycle of all records, ensuring proper retention, disposition, and destruction in compliance with established schedules. This includes processing transfers to the National Archives (NARA) and Federal Records Centers (FRCs) using forms such as the SF 135.
- Compliance and Training: Must ensure full compliance with the policies and procedures outlined in NSWCCRANEINST 5210.2B. Responsible for providing guidance and oversight to Records Liaisons (RLs) and Custodians (RCs) and verifying the completion of all mandatory annual records management training for personnel.
- Auditing and Documentation Control: Acts as the primary contact for internal and external records management audits. Manages critical documentation such as training completion records, disposal procedure logs, and ensures all records are protected from unauthorized access, loss, or premature destruction.
Minimum Requirements:
- Bachelor's degree in a relevant field
- A minimum of 3 years of related experience
- High proficiency with the Microsoft Office Suite (Excel, Word, PowerPoint, Project).
- Exceptional organizational, multitasking, and detail-oriented skills.
- Strong interpersonal communications skills are a must
- Strong written and verbal communication abilities.
- Must be able to obtain and maintain an active Secret clearance (interim clearance is required to start; US Citizenship is required to obtain a security clearance)
Preferred Requirements:
- Master's degree and 5 or more years of related experience.
- Project management experience
- Experience working in an engineering or laboratory environment.
