  • Serves as the Chief, International Relations, USAFE-UK. Represents USAFE-UK/CV as EuropeanCommand (EUCOM) Country Representative and Defense Represe1itative to the UK (Her Majesty'sGovernment (HMO)) and to U.S. Embassy regarding rill U.S. Forces (USF) issues.
  • Represents the USAFE-UK Vice Commander to U.S. embassies', senior State Department personnel, andheadquarters USAF staff vital to the l6 AF missions and objectives.
  • Exercises supervisory personnel management responsibilities.
  • Conducts in-depth research using a variety of sources and presents findings.
  • Performs advisory and coordinating rules related to crisis. action.

  • This position is designated as a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • The incumbent will spend an average of 1-2 weeks n month traveling off-site including periodic overseas travel accompanying USAFE-UK/CV or attending various meetings, conferences or other functions
  • Occasionally, the incumbent is also required to deploy with USAFE-UK/CV and operational level Commanders during expeditionary operations and field exercises, Work tempo during crises and contingencies can increase dramatically.
  • This position requires the incumbent to secure and maintain a TOP SECRET clearance with Special Compartmented information (SCI)) access.
  • The Air Force has determined that the position is subject to random drug testing under provisions as outlined by the Air Force Civilian Drug Testing Phm (Tier-One)
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, International Relations Series, 0131 in conjunction with the Individual Occupational Requirements.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the disciplines and 12 semester hours in statistics/quantitative methods.

OR
Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, plus appropriate experience or additional education.
OR
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the Social Science or Humanities fields of study, such as international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities, or (b) specialized professional work involving a high level of difficulty and responsibility in one or more of these fields of study.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

l. Expert knowledge of international relations principles, methods, practices, processes, and techniques. Expert knowledge of political affairs, international affairs, international protocol, diplomacy, etiquette security requirements, with specific in-depth knowledge of US and NATO military and international customs. Knowledge of US foreign and security policy and those agencies involved in its development and execution.

2. Expert knowledge of Air Force doctrine mid employment of aerospace forces. Knowledge of the organizational structure and missions of NATO, the Partnership for Peace Prograi11, and relationships between the US military forces and NATO missions and structures. Knowledge of IOs and NGOs. Knowledge, or the ability to quickly learn the foll range of missions, programs and operations of USAFE-UK and its subordinate units, and regional organizations pertinent to the Areas of Responsibility and missions. Knowledge of, or the ability to quickly learn the history, cull11re, mid politics of the regions where USAF units/personnel operate.

3. Expert knowledge of administrative policies, procedures, and requirements related to official and private correspondence, including requirements for the proper handling of classified documents and information. Expert knowledge of organizational responses to crises, to include function and scope of crisis action teams.

4. Ability to identify, utilize, and develop sources of international and to collect data and background information. Skill in analyzing data and information for emerging trends, plans and intentions of nations, organizations, and other relevant entities. Skill to interpret varied, complex, and conflicting data and draw conclusions. skill in reporting information and determining recommendations to vice commander and staff as situations emerge.

5. Ability to communicate effectively, both orally, and in writing, to express ideas and concepts in a clear, understandable, and effective manner. Skill in presenting concepts orally or in writing to achieve understanding of a point of view in a structured or unstructured setting.

6. Skill in establishing and maintaining effective working relationships and liaisons between 16AF/CV and counterparts. Ability to exercise courtesy, tact, and diplomacy in dealing with senior-level officials from a variety of nations and cultures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
