Position Description:

The Program Manager serves as the senior on-contract leader responsible for overall program execution, customer relationship management, and delivery of all capabilities under a Firm Fixed Price (FFP) contract. This individual oversees all field and back-office operations, manages the integrated team of FSRs, data scientists, maintenance SMEs, engineers, and logistics personnel, and serves as the primary interface between CGI Federal and USMC SYSCOM program office leadership.

The PM must have deep familiarity with military ground vehicle maintenance operations, Marine Corps logistics processes, and the Collect-Transmit-Store-Analyze-Act framework.

This role requires a leader who understands that every data point must be traceable to accountable human decision-making to reduce loss of life and keep weapon systems mission-capable.

This position is located onsite in Quantico, VA.

Your future duties and responsibilities:

Serve as the single point of accountability for all contract deliverables, CDRLs, and performance metrics across CONUS and OCONUS locations
Manage the integrated program team including FSRs, data analytics personnel, visualization developers, maintenance SMEs, systems engineers, logistics engineers, and warehouse staff
Maintain customer intimacy with SYSCOM PM, LOGCOM leadership, and unit-level maintenance officers to ensure alignment between program capabilities and operational needs
Oversee program financials under FFP contract structure, ensuring cost discipline while delivering full scope of work
Lead weekly Integrated Product Team (IPT) meetings with the Government and provide responses to Government inquiries within one business day per PWS 3.2.4
Coordinate data logger installation campaigns across Camp Pendleton, Camp Lejeune, Okinawa, and Hawaii, ensuring minimal impact on operational readiness
Manage the dual-facility innovation pipeline from LIF commercial prototyping through SITF government certification to field deployment
Develop and execute the program roadmap including dashboard enhancements, AI/ML model maturation, and new platform integration
Provide quarterly and annual program status briefings and support Government Enterprise Change Control Board (ECCB) processes
Oversee training program delivery including I&KPT courses (40-hour combined operator/maintainer training) and train-the-trainer sustainment
Coordinate with the Product Support Manager, Systems Engineer, and Logistics Engineer to ensure end-to-end lifecycle support

Required qualifications to be successful in this role:

Bachelor's degree in Engineering, Logistics, Business Administration, or related field
10+ years of progressive program/project management experience on DoD contracts
5+ years of experience in military ground vehicle maintenance, sustainment, or logistics operations
Demonstrated experience managing Firm Fixed Price contracts with distributed CONUS/OCONUS teams
PMP certification or DAU Program Management Level II equivalent
Active Secret clearance with ability to obtain Top Secret if required
Experience interfacing with Marine Corps or other Service logistics commands

Desired qualifications/non-essential skills required:
Former military officer or senior NCO (E7+) with maintenance or logistics MOS background
Prior experience with GCSS-MC, DPAS/ELMS, or similar DoD logistics information systems
Experience managing programs involving IoT, sensor data, or predictive analytics
Familiarity with SBIR Phase III acquisition pathways and rapid acquisition processes
Prior CGI Federal or MCPIC program experience

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $100,800.00 - $200,500.00.
