Spathe is currently seeking a Program Manager (SOF) to join our team at Spathe Systems headquarters .

Spathe Systems is a rapidly growing SOF-led, 8(a) defense contractor headquartered in Tampa, FL, with offices in Fayetteville, NC, and strategic partner locations in Virginia Beach and Coronado. As a small business with a tight-knit team feel, Spathe empowers its employees to solve problems and make decisions.

Position Overview

The Program Manager (PM) is responsible for the overall leadership, execution, and performance of Special Operations Forces (SOF)-focused contracts managed by Spathe Systems. Serving as the senior contractor authority for assigned programs, the PM provides strategic direction, operational oversight, financial stewardship, and compliance management across multiple task orders and mission areas.

The PM operates from Spathe Systems Headquarters and serves as the primary interface with Government leadership, including Contracting Officers (KO), Contracting Officer's Representatives (COR), Technical Representatives (TR), and other stakeholders. This role ensures contract execution aligns with mission objectives, regulatory requirements, and company standards while maintaining operational excellence and high levels of customer satisfaction.

Responsibilities

Key Responsibilities

Contract & Portfolio Leadership
  • Provide executive-level oversight for SOF-related contracts and task orders.
  • Ensure delivery of all contract requirements within cost, schedule, and performance parameters.
  • Develop and oversee program management plans, staffing strategies, and performance metrics.
  • Supervise contractor personnel, including geographically dispersed and classified program staff.
  • Ensure proper procedures are followed for task order execution and contract administration.

Government & Stakeholder Engagement
  • Serve as the primary liaison between Spathe Systems and Government stakeholders.
  • Conduct regular program reviews, status briefings, and performance discussions.
  • Proactively address risks, issues, and performance concerns.
  • Maintain strong working relationships with supported SOF commands, academic institutions, interagency partners, and governance bodies as applicable.

Financial & Resource Management
  • Manage program budgets, forecasting, and resource allocation.
  • Ensure cost-effective execution and financial accountability.
  • Monitor burn rates, staffing levels, and indirect impacts.
  • Advise corporate leadership on program health, risk posture, and growth opportunities.

Compliance & Risk Management
  • Ensure compliance with FAR/DFARS and applicable DoD regulations.
  • Oversee adherence to export control requirements, particularly for OCONUS personnel and Non-U.S. Citizens.
  • Ensure compliance with Host Nation labor and tax laws where applicable.
  • Oversee safeguarding requirements for classified and sensitive programs.
  • Identify and mitigate operational, financial, and compliance risks.

Operational Oversight
  • Provide administrative and operational oversight across supported SOF programs.
  • Ensure contractor personnel performance meets contractual and mission requirements.
  • Travel as required (up to 20%) to CONUS and OCONUS locations, including austere or hazardous environments, as directed.


Qualifications

Required Qualifications
  • Active TOP SECRET/Sensitive Compartmented Information (SCI) security
    clearance required.
  • MA or MS in any field required*
  • 5 years' experience within the SOF community.
  • 5 years' project or program management experience.
  • 5 years' experience in staff budget management.
  • 5 years' experience in compliance with export control procedures for the U.S.
  • 3 years' experience in compliance with export control Licensing for non-U.S.
    citizens living OCONUS.
  • 3 years' experience in compliance standards with host nation labor and tax law
    as it applies to the support provided to JSOU International Education Program.
  • Understand compliance with export control licensing for non-US citizens
    living OCONUS.
  • Understand compliance standards with host nation labor and tax law as it
    pertains to the JSOU International Education Program.
  • 5 years' experience in managing legal requirements for compliancy with the US DBA Act procedures for US and non-US internationally.


Work Schedule
  • Standard business hours: 8:00 AM - 5:00 PM
  • On-site presence at Spathe Systems HQ and JSOU with customer engagement as required
  • Travel up to 20% (CONUS/OCONUS), as directed
