One Federal Solution is seeking a highly skilled Program / Project Manager to support enterprise-level program office operations and major acquisition initiatives. This role provides strategic and operational leadership across program and project lifecycles, delivering advisory support, governance coordination, analytical insight, and mission-focused execution within complex federal environments. The ideal candidate brings deep experience in Department of Defense (DoD) program and software acquisition environments, Agile methodologies, governance processes, and cross-functional team leadership.
Project Manager Key Responsibilities:
Provide comprehensive support for program office management and all associated program and project lifecycle activities.
Deliver advisory services on management, operations, and control of existing programs while supporting the development and execution of new initiatives.
Support major acquisition programs, including Business Capability Acquisition Cycle (BCAC), Software Acquisition Pathway efforts, and Acquisition Category (ACAT) programs.
Apply structured program management disciplines and methodologies tailored to acquisition and software development environments.
Support governance processes through planning, scheduling, briefing development, meeting facilitation, documentation, editing, and publication.
Engage with staff and senior leadership to ensure effective governance execution and strategic alignment.
Conduct studies, analyses, and scenario evaluations to inform decision-making and recommend best courses of action.
Translate stakeholder needs into clearly defined requirements using mission-level thinking.
Perform evaluations of existing processes, systems, models, and procedures, providing actionable recommendations for improvement.
Analyze data from multiple sources to develop integrated, holistic solutions aligned with organizational strategy.
Communicate findings, risks, and recommendations clearly to leadership and stakeholders.
Operate in alignment with DoD acquisition policies and guidance, including DoD 5000 and 8000 series directives and instructions.
Document completed products and project progress through regular status and performance reporting.
Project Manager Requirements and Qualifications:
Bachelor's degree in Program/Project Management, Business Management, or a related discipline.
Active Project Management Professional (PMP) certification. In lieu of a PMP, 10 years of demonstrated program and/or project management experience is required, including verifiable experience facilitating program and/or project meetings, managing project team members, and reviewing project deliverables for approval.
5 years of demonstrated program and/or project management experience. In lieu of a bachelor's degree, 10 years of demonstrated program and/or project management experience is required, including verifiable experience facilitating program and/or project meetings, managing project team members, and reviewing project deliverables for approval.
5 years of demonstrated experience developing Program/Project Management (PM) documentation, including project management plans, work breakdown structures, risk management plans, project schedules, meeting agendas, and meeting minutes.
5 years of demonstrated experience utilizing Agile frameworks, including key practices such as user stories, sprint planning, daily stand-ups, retrospectives, backlog management, task prioritization, adapting to changing requirements, and collaborating effectively within cross-functional teams.
5 years of Department of Defense (DoD) experience. In lieu of a bachelor's degree, at least 10 years of verifiable DoD experience is required.
5 years of DoD software development project and program management experience.
Demonstrated ability to manage multiple projects simultaneously, oversee project team activities, and develop or review project deliverables.
Minimum of 1–2 years of demonstrated experience utilizing ServiceNow.
