Position: Resource Analyst (Senior)
Location: National Capital Region (NCR) (with ‘Work-from-Home’ option)
Clearance: Secret
Education: Master’s Degree
Outcomes:
The successful candidate is expected to accomplish the following outcomes in the first year on the position:
• Defines project objectives and strategic direction and can express them verbally and written in proper structure
• Strong written and verbal communication skills are a requirement
• Provides leadership and vision to clients and external project teams and is a key facilitator between multiple external teams to achieve objectives of complex efforts
Responsibilities:
Serves as a senior resources expert to assist the Airforce Special Warfare, Resourcing, Acquisition, and Sustainment Branch Chief (AF/A34SR), in interpreting and implementing policies, executing authorities, developing guidance, standards and processes for the division’s mission. Responsibilities included but are not limited to
• Support and Improve AF/A34S Operation, Management, and Administration.
• Support and improve AF/A34S operational effectiveness, performance, finance, and resources efficiency in pursuit of providing HAF-level enterprise-wide integration and management of the organizing, training, and equipping of AFSPECWAR and institutionalizing AFSPECWAR within the Air Force Corporate Structure

• Utilizing knowledge of the Department of Defense Program and Budget Enterprise System (PBES) and policy, the Air Force Strategy, Planning, Programming, & Budgeting and Execution System (SPPBE) process, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Reviews financial and non-financial program data to determine if projections are accurate and overall system performance is being achieved as projected.

• Define functions and tasks required to deliver capabilities and associated Full-time Equivalents and Knowledge, Skills and Ability requirements

• Define level of service for current capability delivery and workload drivers

Qualifications:

The candidate must have the following qualifications:
• US Citizen.
• Active Secret or above clearance
• Experience with Planning, Programming, Budgeting, and Execution (PPBE) process
• Experience as a Resource Advisor
• MA/MS Degree, and a minimum of ten (10) years of relevant experience, OR,
BA/BS degree, and a minimum of eighteen (18) years of relevant experience
• Ability to communicate effectively both orally and in writing and maintain good working relations.
• Air Force experience desirable
• Strong written and oral communications are a must
Travel: Occasional local travel may be required.
