Northrop Grumman's Mission Systems (NGMS) sector is looking for a Manager Programs 1 to support the Advanced Intelligent Systems (AIS) Operating Unit (OU) onsite in Annapolis, MD. The AIS organization is responsible for creating innovative solutions to our customer's most challenging problems by developing enabling technologies and integrating them into next generation mission systems. Key technologies include Artificial Intelligence and Machine Learning (AI/ML), ocean engineering, sonar signal processing, undersea and surface vehicle autonomy, robotics, and modeling and simulation.

What You'll Get to Do:

As Program Manager (PM) for the AIS BA, you will have the opportunity to lead world-class technical teams performing Collaborative Research and Development (CRAD) programs for some of our nation's most renowned and respected R&D agencies, including DARPA, the Air Force Research Laboratory, the Office of Naval Research, and numerous others. Your team will perform cutting-edge research in ocean engineering, undersea and surface vehicle autonomy, undersea sensing, and related enabling technologies. As Program Manager, you will be responsible for fostering customer relationships, responding to customer research and development proposal requests, capturing new business, setting technical direction, managing staffing, and successfully executing groundbreaking engineering programs while maintaining schedule, budget, and compliance with security and regulatory requirements. Your primary objectives will be the research, maturation and transition of advanced capabilities to NGMS products and creating the customer intimacy needed to drive business growth across the CRAD portfolio. You will lead a cross-functional organization aligned to common program performance goals. In addition to program execution, you will lead activities to develop and grow the scope of programs by proposing innovations and enhancements throughout the program lifecycle. You will also work with customers to shape future opportunities and develop winning proposals. This includes leading Internal Research and Development (IR&D) activities, as well as close coordination with business development and transition organizations across the enterprise. Your responsibilities will collectively include, but are not limited to:

  • Creating, leading and directing cross-functional teams of technical subject matter experts to innovate disruptive emerging technologies.
  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  • Measuring and reporting program performance
  • Delivering presentations to customers, executive management and other program stakeholders
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test.
  • Creation, review and finalization of the program Statement of Work
  • Identification, distribution, tracking, and completion of program requirements
  • Establishment and management of the program and subordinate baselines
  • Development and adherence to budget baselines utilizing cost and schedule control methodologies and tools
  • Identifying, allocating and managing program resources, including workforce planning
  • Managing Government/customer supplied property or information (GFE, CFE, etc.)
  • Managing suppliers to meet program objectives.
  • Adherence to all internal processes, policies, and applicable industry standards
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities
  • Development and adherence to master plans and schedules
  • Conducting thorough risk and opportunity management practices including identification, mitigation and realization
  • Aligning IRAD plans and related execution to ensure support of new CRAD business capture strategies
  • Ensuring compliance of program operations with extensive multi-level security protocols and processes
  • Creating and sustaining a fertile work environment, state of the art engineering tools and IT infrastructure that empowers multiple teams to do their best work


The ideal candidate will have extensive background in STEM-related fields, prior R&D management experience, excellent organizational and communication skills, and an ability to perform well in a dynamic and fast-paced business environment.

Basic Qualifications:
  • Bachelor's degree in a STEM (Science, Technology, Engineering or Math) field with 5years of professional experience, or a Master's in a STEM (Science, Technology, Engineering or Math) field, or 3 years of professional experience.
  • The professional experience must include support to US Government contracts, customers, and/or technology or Research & Development (R&D) programs.
  • Demonstrated experience supporting internal IRAD and externally funded U.S. Government R&D programs, including participation in distinct R&D efforts involving concept development, prototype development, modeling/simulation, testing, or field demonstration.
  • Demonstrated experience in at least one of the following technical domains: Ocean Engineering, underseas or surface vehicle autonomy, undersea sensing technologies, modeling and simulation of maritime systems.
  • Demonstrated experience serving as a Technical Lead, Task Lead, or Project Lead, with responsibility for delivering scope on schedule, managing cost or budget tracking, and meeting documented technical requirements.
  • Demonstrated experience coordinating across functional areas (e.g. engineering, program management, supply chain, quality, test).
  • US Citizenship required
  • An active DoD Secret clearance required and the ability to attain and maintain a clearance for Special Access Programs (SAP).


Preferred Qualifications:
  • Current or prior program management experience.
  • Demonstrated experience in ocean engineering, sonar (including synthetic aperture sonar), marine materials science, or marine architecture
  • Experience in a broad range of engineering disciplines and applications. Technical Generalist.
  • Experience with managing Agile and DevSecOps software development efforts.
  • Experience with Proposal Management and/or Business Development.
  • Active SAP and/or TS/SCI clearance

Primary Level Salary Range: $127,000.00 - $190,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
