Program Manager

We are seeking a high-level Program Manager to provide mission-critical support to the National Geospatial-Intelligence Agency (NGA)

You will be responsible for the "cradle-to-grave" oversight of complex facilities operations, strategic planning, and program execution.

The ideal candidate functions as an objective partner to the Government, providing the insight and technical expertise necessary to manage large-scale programs, mitigate risks, and ensure mission assurance across all NGA sites.

ESSENTIAL JOB FUNCTIONS:

Strategic Advisory & Executive Support

• Expert Counsel: Provide independent, executive-level advice to the Director of SIO and senior NGA leadership regarding strategic facilities management and organizational programs.
• Performance Evaluation: Continually assess program performance across the organization and deliver comprehensive recommendations for optimization.
• Risk Management: Provide objective insight into execution risks and develop corrective action plans; lead needs assessments to mitigate anticipated or unknown risks.
• Strategic Planning: Research and develop courses of action (COAs), estimate resource requirements, and recommend solutions for complex facilities and operational challenges.

Program & Facilities Management

• Full-Spectrum Operations: Oversee facilities planning, design, construction management, and space management for full-spectrum, "cradle-to-grave" operations.
• Execution & Oversight: Plan, manage, and execute programs while developing tailored contract oversight and scope verification activities.
• Policy Governance: Review and revise management policies, instructions, and standards to align with industry best practices and NGA financial policies.
• Budget & Compliance: Work with task leads to ensure operational practices remain within budgetary constraints and meet strict delivery deadlines.

SKILLS & EXPERIENCE:

• Executive Communication: Demonstrated experience presenting high-level oral and written communications to diverse, senior-level audiences.
• Strategic Consulting: Proven track record of providing strategic advice in a team environment and influencing senior decision-makers.
• Data Analysis: Experience assessing metrics and complex data sets to support executive-level strategic decisions.
• Technical Proficiency: Mastery of PC platforms and standard business applications, including the Microsoft Office Suite, MS Teams, and SharePoint-based websites.
• Industry Expertise: Comprehensive knowledge of facilities operations, construction management, and strategic planning within the Intelligence Community (IC) or Department of Defense (DoD).

DESIRED QUALIFICATIONS:

• Experience specifically supporting NGA or other IC agencies in a program management capacity.
• Familiarity with NGA-specific financial management policies and programmatic standards.
• Proven ability to manage "cradle-to-grave" facilities projects in a high-security environment.
