Kearney is seeking a seasoned Program Manager (PM) to lead execution of the DAF Working Capital Fund (WCF) Financial Improvement and Audit Remediation (FIAR) effort in support of achieving and sustaining an unmodified (clean) audit opinion under accelerated timelines. The PM will provide strategic leadership, operational oversight, and disciplined program management across Risk Management and Internal Control (RMIC/A-123), Assessable Unit control execution, audit liaison operations, asset reporting, Universe of Transactions (UoT), and data analytics/process automation. The PM will serve as the primary interface with DAF WCF leadership and the Contracting Officer's Representative (COR), ensuring delivery of all Performance Work Statement (PWS) requirements in alignment with the Accelerated Audit Plan (AAP) and FY27 clean opinion target. The expected salary range for this position is between $103,000 and $180,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).

- Lead end-to-end program execution across all PWS task areas, ensuring integration of RMIC/A-123, CAP/NFR remediation, audit liaison, asset reporting, UoT completeness, and data analytics initiatives
- Maintain program alignment to FMFIA, OMB Circular A-123, OMB Bulletin 15-02, FFMFIA, GAO Green Book, DoDI 5010.40, Federal GAAP, and applicable FIAR policy
- Oversee development and sustainment of A-123 scoping, Test of Design (TOD), Test of Operating Effectiveness (TOE), PCMs, CEMs, SIDs, CAP validation, and eGRC documentation
- Direct execution of audit liaison infrastructure, ensuring ≥95% on-time submission of audit requests (PBCs, samples, walkthrough support)
- Provide leadership oversight for SFFAS-compliant asset reporting, reconciliations, and automation initiatives supporting financial statement accuracy
- Drive UoT population completeness, 4-way system matches, trading partner reconciliations, and non-proprietary automation solutions aligned to DAF IT architecture
- Ensure quality control, adherence to AFH 33-337 (Tongue and Quill), and compliance with all deliverable requirements
- Manage staffing, onboarding, turnover thresholds (≤20% key personnel turnover), and performance management of the contractor workforce
- Deliver Monthly Activity Reports, bi-annual Project Management Reviews, risk assessments, and executive briefings to AFMC/FM leadership
- Lead transition planning, knowledge transfer, and continuity readiness in coordination with AFAA and Government stakeholders
- Maintain cost, schedule, risk, and performance discipline under Firm Fixed Price (FFP) contract structure
Qualifications
Required Qualifications:
- U.S. Citizen with an active Top-Secret clearance
- Master's degree in Accounting, Cost, Finance, Business Administration, Public Administration, or related field
- Minimum 10+ years of progressive experience in DoD or Federal financial management, audit readiness (FIAR), RMIC/A-123, or internal controls
- Demonstrated experience managing large, complex audit remediation or financial transformation programs (>$20M TCV preferred)
- Deep knowledge of: FMFIA OMB Circular A-123 (including Appendix A) GAO Green Book FFMFIA Federal GAAP and SFFAS DoD audit and FIAR frameworks
- Experience leading multi-disciplinary teams across accounting, internal controls, IT controls, data analytics, and process automation.
- Proven ability to brief senior DoD leadership and coordinate with Independent Public Accountants (IPA)
- Strong program management discipline including risk management, schedule integration, performance metrics, and quality assurance.
- Onsite availability at Wright-Patterson AFB, OH (required for Key Personnel)
Preferred Qualifications:
- Preferred Qualifications CPA, CDFM, CGFM, CISA, PMP, or equivalent professional certification
- Former AFMC, Air Force Life Cycle Management Center (AFLCMC), or Headquarters Air Force Financial Management senior leader with demonstrated experience managing large-scale Working Capital Fund (WCF) or General Fund portfolios
- Experience serving in a Division Chief, Deputy Director, or equivalent senior leadership role overseeing multi-branch financial operations supporting senior general officers
- Direct experience managing civilian pay programs, financial statement reporting, and execution oversight within DoD appropriations and WCF environments
- Demonstrated experience advising senior leaders (GO/SES-level) on fiscal strategy, risk mitigation, funding realignment, and Congressional engagement
