Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized Experience at the GS-13 is defined as: experience providing financial or budgetary analysis or advisory services, such as analyzing budget execution or program performance data, managing or leading financial or budget-related projects, or translating complex financial information into actionable insights for decision makers; or experience supporting the planning, programming, budgeting, and execution (PPBE) process, such as developing or analyzing budget requirements, monitoring or reporting on budget execution, working with multiple appropriations (e.g., General Fund or Working Capital Fund), or supporting compliance with acquisition or financial management regulations.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Help
- Participates in audits relating to the budgetary and accounting data, providing information to auditors from activities. Recommends new methods and procedures to further enhance the efficiency of operations and improve the utilizations of funds.
- Performs qualitative and quantitative analysis and resolution of complex program and budgetary requirements related to obligations, expenditures, projections, etc. to compile statistical information, and initiate adjustment actions as required.
- Prepares written materials and electronic budgetary information including execution and budgetary functions reports to document funding activities, providing historical reference, and presenting current fiscal year and prior year information.
- Performs trend and gap analyses, reviews changes in long-range, detailed program plans and budget phasing forecasts and advises on their effect on out-year financial and budget plan milestones, identifies budget shortfalls and unfunded requirements.
- The incumbent will provide financial advisory services for an assigned segment of the agency providing comparisons of actual performance to the financial plan and identification of variances.
