The Work

The Systems Analyst understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. T his position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities

Key Responsibilities

  • Technical Analysis and Design:
  • Understand business objectives , workflows, and challenges to identify alternative solutions and automation opportunities.
  • Perform studies and cost/benefit analysis to evaluate system enhancement proposals.
  • Design and develop wireframes, prototypes, and system architectures in line with branding and usability standards.
  • Analyze current operational procedures to identify problems and implement enhanced processes.
  • Requirements Gathering and Documentation:
  • Lead in gathering and analyzing user requirements, translating them into functional specifications and workflows.
  • Document system capabilities and limitations, including detailed descriptions of user needs, program functionalities, and modification requests.
  • Write User Stories, establishing clear acceptance criteria and technical feasibilities.
  • Prepare and maintain data dictionaries, business requirement documents, and visual diagrams.
  • Collaboration and Stakeholder Engagement:
  • Collaborate with cross-functional teams, including developers, product managers, and UX designers, to ensure alignment with business goals and technical capacity.
  • Lead discovery workshops and feedback sessions with stakeholders.
  • Actively engage in sprint planning to ensure design decisions prioritize user needs and system capabilities.
  • System Implementation and Testing:
  • Assist in designing technical and functional improvements for system upgrades or new integrations.
  • Conduct end-to-end testing, including usability evaluations, system integration, and data validation.
  • Ensure systems meet accessibility and compliance standards, specifically aligning with WCAG guidelines.
  • Performance and Optimization:
  • Continuously monitor system performance and reliability, using analytics and user feedback to optimize functionalities.
  • Implement SEO strategies, responsive design practices, and usability testing methodologies.
  • Support the development of scalable, self-healing systems, particularly within cloud-based architectures.
  • Documentation and Communication:
  • Develop visual dashboards, reports, and presentations to communicate trends, project timelines, and system progress to diverse stakeholders.
  • Facilitate knowledge sharing and mentoring among other team members to streamline team efficiency.

  • Level 1: 1-3 years of experience in the field or in a related area. Has knowledge of commonly used concepts, practices, and procedures within a particular field. Primary job functions do not typically require exercising independent judgment .
  • Level 2: 4-7 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals . A certain degree of creativity and latitude is required . Works under limited supervision with considerable latitude for the use of initiative and independent judgment .
  • Level 3: 8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.
  • All Levels
  • Experience creating and maintaining data-related documentation including data dictionaries, business requirement documents, and data mapping specifications.
  • Demonstrated ability to collaborate with technical and non-technical teams, translating business needs into intuitive design solutions that align with accessibility and branding standards.
  • Empathy and User Advocacy: Deep commitment to understanding user needs and advocating for user-centered design principles
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
  • Exceptional verbal and written communication skills .
  • Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
  • Ability to analyze systems and procedures
  • Strong multitasking skills with the ability to manage multiple design streams across concurrent work effort.
  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately

Desired Qualifications:
  • Bachelor's degree in graphic design, Human-Computer Interaction, Computer Science, or related field.
  • E xperience designing graphical diagrams and visual narratives to communicate timelines, workflows, and system architecture.
  • E xperience working with a public sector organization (Federal, State, or Local Government)
  • D emonstrated ability to facilitate design workshops and feedback sessions with stakeholders, ensuring alignment with business goals and user needs.
  • E xperience as a business analyst in General Ledger
  • E xperience working with the Texas Comptroller of Public Accounts (CPA) CAPPS Financials system
  • E xperience with PeopleSoft Approval Workflow Engine (AWE)
  • E xperience with SharePoint
  • E xperience with Jira
  • E xperience working with the Scrum framework

Working Conditions
  • Professional office environment , with the ability to work onsite in the main office .
  • Must reside in the Austin area.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen .
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
  • T ravel costs, per diem, and other related expenses must be pre-approved in compliance with State of Texas travel guidelines.
