TQI Solutions is actively seeking a Principal Expert Consultant to support our customer. In this senior role, you will provide high-level advisory support, guide enterprise initiatives, lead critical analysis efforts, and collaborate with senior Navy leadership to advance mission readiness and operational effectiveness.
Responsibilities:
• Serve as senior technical advisor on CVN nuclear propulsion plant maintenance, modernization, testing, and certification activities, ensuring compliance with Naval Nuclear Propulsion Program (NNPP) requirements and NAVSEA directives.
• Assist with CVN Smart Start work, schedule, and material readiness reviews specifically for reactor plant systems, propulsion mechanical systems, electrical distribution, and nuclear support systems to assess induction and execution readiness and mitigate growth work risk.
• Conduct detailed reviews of propulsion plant work packages, tag-out planning, work controls, and test procedures to ensure safe execution of nuclear maintenance activities.
• Support CVN Integration Schedule reviews with emphasis on reactor plant availability sequencing, propulsion testing windows, critical path work items, and nuclear work dependencies.
• Assist with propulsion plant certification, testing, and turnover processes, including pre-critical operations, dock trials, fast cruise, sea trials, and readiness for Operational Reactor Safeguards Examination (ORSE) or equivalent assessments.
• Evaluate compliance with NNPP standards for nuclear safety, radiological controls, configuration management, quality assurance, and material condition.
• Provide independent assessment of shipyard and government planning/execution metrics for propulsion work, identifying risks to reactor plant readiness, test completion, and schedule performance.
• Participate in propulsion-related technical reviews, including Reactor Plant Planning Boards, Test Program Reviews, Readiness Reviews, and Risk Boards.
• Advise leadership on technical, safety, and schedule risks associated with propulsion maintenance execution and recovery strategies.
• Support investigation and implementation of new technologies, maintenance practices, and testing methods applicable to nuclear propulsion systems.
• Provide expert guidance on nuclear work sequencing, industrial base constraints, specialized workforce requirements, and long-lead material issues affecting propulsion availability timelines.
• Brief senior Navy and civilian leadership on propulsion plant status, risks, mitigation strategies, and readiness posture.
• Support high-visibility strategy sessions, design reviews, and enterprise planning activities related to CVN propulsion modernization and sustainment.
Requirements:
• Bachelor's Degree in Engineering or a related field (relevant propulsion experience may be considered in lieu of degree).
• Minimum of fifteen (15) years of relevant senior-level experience in Naval nuclear propulsion operations, maintenance, engineering, or shipyard execution
• Demonstrated ability to interface with senior Navy leaders and communicate complex concepts clearly and confidently.
• Proven experience leading major projects, coordinating cross-functional teams, and delivering strategic recommendations in a DoD environment.
• Strong proficiency in Microsoft Office Suite, with the ability to prepare professional briefs, reports, and presentations.
• Excellent verbal and written communication skills, with the ability to produce executive-level documentation.
• Strong analytical and problem-solving abilities, including the ability to assess risk, manage complex issues, and influence decision-making.
• Experience working with Navy maintenance processes, readiness assessments, lifecycle management, or enterprise planning is highly desirable.
This role is classified as part-time/exempt nte 20 hours per week. This position is onsite in Norfolk, VA.
Preferred Qualifications:
• Master's Degree with at least seven (7) years of recent specialized experience.
• Experience in senior staff roles, program oversight, requirements development, or enterprise modernization initiatives.
• Experience with Shipyard Operations, Navy Type Commanders, NAVSEA, and Warfare Centers.
• Industry-recognized certifications (e.g., PMP, ITIL, Lean Six Sigma) are beneficial.
This position requires the ability to obtain and maintain a U.S. government security clearance. Candidates must be eligible for a background investigation.
