As the Support Services Manager, the individual is responsible for the Delivery Managers and Technical Leads supporting each Branch Chief in their successful execution of the operations and projects in their respective areas, including the quality and efficiency that encompass both technical issues and business processes. In this role, the Support Services Manager will represent USAREC EMoD as a whole and will have organizational authority over the team Delivery Manager and Lead to execute PWS requirements. In addition, the Support Services Manager will work with PM, KO, COR, government representative, technical leads, sub-contractors/vendors to assign tasks to personnel and supervise technical efforts. In the role of the Support Services Manager, the individual will have the authority to commit the team and make decisions in response to Government issues, concerns, or problems. The individual will be available to respond to Government questions, concerns, and comments and be proactive in alerting the Government to potential technical or operational issues. The Support Services Manager will oversee communications and required reporting to ensure both compliance and relationship building with the government.

Responsibilities
  • Organizes, directs, and manages Delivery Managers and Technical Leads supporting operations, and performing multiple, complex, and inter-related project tasks
  • Manages a team of delivery managers and technical leads in multiple locations
  • Maintains and manages the technical client interface at the senior levels of the client organization
  • Meets with customer and contractor personnel to formulate and review tasks, plans, and deliverable items.? Ensures accurate, concise, and clear communications are provided to the team and the government
  • Ensures conformance with program and project task schedules
  • Identifies staff development and training needs and works with the PM to ensure training, and hands-on assistance is available to raise the talent/skill level of contract staff as required
  • Implements and provides guidance related to processes, procedures, and policies, while overseeing the work of the Delivery Managers and Technical Leads, then prioritizes projects and tasks, while resolving issues and communicating statuses
  • Directs and oversees planning functions of the Delivery Managers and Technical Leads to promote organizational effectiveness.
  • Provides strong leadership, including mentoring Delivery Managers to improve processes, procedures, and standards based on programmatic needs
  • Supports and utilizes industry best practices in project management
  • Provides oversight on special projects and activities
  • Performs other tasks as required by Vencedor and the Government contracting office

Required Qualifications/Education and Experience
  • High School Diploma or equivalent
  • Must possess and maintain Secret clearance and be eligible to obtain a Top-Secret clearance
  • Eight or more years' experience as a Program or Project Manager
  • Experience working in a PMO environment preferred, either government or commercial
  • Knowledge of a military IT environment.
  • Previous practical application of information operations for military operations
  • Excellent verbal and written communication skills

Preferred Qualifications/Education and Experience
  • A college degree from an accredited university
  • 10 or more years' experience is preferred
  • Security + certification or higher-level certification is preferred
  • Possess and sustain a program and/or management certification from an industry recognized certification authority such as Program Management Institute (PMI) (exp. PMP, SCM, SAFe, Agile, etc.)
  • ITIL Foundation and/or Practitioner Certification for either ITIL v3 or v4, preferred
  • Preferred Experience and/or knowledge of cyber operations and security
  • Preferred Experience and/or knowledge of Risk Management Framework (RMF)
