Frequently Asked Vendor Questions:
What is the mission of the program/contract? On the Federal Services System Support and Oversight (FSSSO) {formally Marketplace Assister Technical Support (MATS)/MATS Logical Follow-on (MATS LFO)} program, GDIT provides state-of-the-art training and technical support services to in-person assisters in the Federally-Facilitated Marketplaces on behalf of the CMS Center for Consumer Information and Insurance Oversight (CCIIO) and its Consumer Support Group (CSG). Through ongoing research, training content development and delivery, and related technical support, the MATS team enhances assisters’ knowledge and skills as they facilitate consumer enrollment in insurance coverage through the Affordable Care Act. We also provide the CCIIO with back-office automated support for assisters and issuers through operations, inquiry response, training, online certification, and database management.
In 2018, we expanded MATS Salesforce to support CCIIO’s Marketplace Eligibility and Enrollment Group (MEEG); through the MEEG enrollment community, GDIT provides centralized issuer management workflows that enable CMS staff, issuers, and contractors to distribute targeted information and reduce manual work in disparate systems. We also provide centralized access to issuer information and plan data in MATS Salesforce in support of the annual qualified health plan (QHP) certification process led by the CCIIO Marketplace Plan Management Group (MPMG).
In 2021, the MATS team began implementing an extended solution to facilitate substantial data collection and monitoring as CCIIO implements the Consolidated Appropriations Act of 2021. Through MATS Salesforce, GDIT will support the registration and certification of Independent Dispute Resolution Entities (IDREs), provide a community where CMS staff and IDREs can manage the federal Independent Dispute Resolution (IDR) process, and maintain a system of record as the Federal Government receives complaints of violations of surprise billing protections by private health plans and issuers.
In 2023, GDIT launched the Marketplace Assister Community (the MAC) to support national Medicaid unwinding efforts. Through the MAC, GDIT pairs assisters with consumers losing Medicaid coverage so those assisters might help consumers identify alternative health coverage.
In 2024, GDIT launched the Oversight Group (OG) Provider Enforcement (PE) and OG Issuer Enforcement (IE). PE is focused on working with health care providers regarding complaints / violations, documentation, corrective action as a result of audits and compliance reviews and timeline tracking / reporting. IE works with issuers on cases related to price transparency, obtaining clarifications and data, corrective action as a result of identified compliance issues, and providing educational / training resources.
