The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.
We have an immediate need for a Program Manager/Subject Matter Expert for acquisition and requirements management educational development supporting Executive Acquisition and Requirements Management Certification Training programs. This role is situated at Warfighting Acquisition University (WarU) headquarters at Fort Belvoir, VA, with a hybrid work schedule anticipated.
Responsibilities
The Program Manager/Subject Matter Expert will provide required technical advice, analytic support, and operations support during the design, delivery and maintenance of requirements, executive, international, and leadership learning and development programs. This role is responsible for providing effectiveness assessments and analysis, simulations, survey and interview support, and automation of data analytics in support of the Requirements Center and other DSMC courses, mission assistance efforts, or online learning assets as required. Support will include creating efficient methods and tools for streamlining course manager activities, support of course preparation and execution, hotwashes, periodic reviews with senior leadership, and other meetings and decision processes. Additionally, support includes assisting with curriculum development, delivery, and other support required for the Requirements Management Center and other DSMC courses, mission assistance efforts, or online learning assets to develop, maintain, evaluate, and improve learning assets, including resident and online courses.

Qualifications
Required:
- 15+ years of experience
- Master's degree
- Active Secret clearance.
- Demonstrated understanding of acquisition and requirements management to include Joint Staff requirements processes, acquisition enterprise, and budgeting processes.
- Ability to synthesize information into papers, briefings, and presentations for senior leadership.
- Ability to help/guide university transformational efforts.
- Kirkpatrick Bronze-Level Certification.
Desired:
- DAWIA certifications including ACQ 101 and RQM 110
- Kirkpatrick Silver-Level Certification
- Advanced understanding of survey analytics and development
- Experience with qualitative and quantitative assessment methods
- Project Management Professional (PMP) certification.
