Overview
The Program Manager supports the United States Secret Service (USSS) Aviation and Airspace Security Division's (ASD) mission is to develop, coordinate, and implement airspace security plans for the National Capital Region, as well as for sites visited by the President, Vice President, or other designated USSS protectees
Responsibilities
· Provides effective coordination, oversight, and execution across all technical and functional areas of the C-UAS effort. This includes maintaining alignment with program goals, managing risk, and enabling informed decision-making throughout the project lifecycle
· Develop and maintain integrated master/program schedules, tracking key milestones and deliverables, and monitoring performance against cost, schedule, and risk metrics. The Contractor may also facilitate collaboration through participation in Integrated Product Teams (IPTs), provide regular reporting on program status and risks, and ensure transparent, proactive communication with the Contracting Officer's Representative (COR) and other Government stakeholders.
· Provide Engineering Change Proposals (ECPs) design packages and integration support to roll in new defensive or security functions.
· Provide a monthly status report to include a summary of services provided for the reporting period. This includes all key activities performed, schedule, risks, meetings attended, travel planned or completed, and accomplishments.
· Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
· Oversee performance management program for all project staff - mentor team leads and set quantifiable goals for employees
· Prepare and present regular program reviews, performance metrics, and executive-level briefings.
· Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.
· Serve as the primary client relationship manager within the program office
· Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.
· Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
· Provide high level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
· Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
· Ensures the manning and training of the contract staff is adequate for meeting the deliverables.
· Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
Qualifications
Required:
· Bachelor of Science in Information Technology or related expertise
· 10 years of related experience
· PMP Certified
· Possess a thorough understanding and substantial experience in radio frequencies, sensor integration, and spectrum analysis
· Senior level experience and be well versed in Information Technology practices
· Secret Clearance
· Proficiency in Microsoft Project in addition to other planning tools
Preferred:
· Academic background in RF, digital systems, or electronic warfare is preferred. ABET accreditation may be accepted as a substitute for professional experience
