Description
Leidos has an opening for a Director Data Science supporting a Program Management Office (PMO) with responsibility for managing and supporting several large indefinite delivery/indefinite quantity (ID/IQ) contract vehicles. The PMO is responsible for the overall performance and compliance of subordinate task orders (TOs) under each IDIQ; maintaining and growing use of the IDIQs within Leidos; educating Leidos leaders and government customers on use of the IDIQ vehicles to make better informed decisions; conducting qualitative and quantitative analyses; reviewing customer policies, capabilities, and requirements to propose courses of action for solutioning; liaising with the respective IDIQ government management personnel (COR, CO/KO); establishing and maintaining relationships with teammates / subcontractors and competitor organizations; tracking IDIQ use and pipeline within Leidos; working closely with the business area and divisions to achieve business goals for revenue, profitability, and growth, and establishing and executing processes for efficient use and execution of work under the IDIQs.
This Data Science Director position will focus on establishing, maintaining, and growing relationships with prospective and existing users of the IDIQ / Contract vehicles, within Leidos and across government organizations with emphasis on the Department of Defense, Intelligence Agencies, and Military Services. The Data Science Director will apply their understanding of C5ISR mission operations, engineering, and sustainment, and the government acquisition and budgeting cycles to identify opportunities for growing programs and IDIQ usage over time and establish strategic direction for IDIQ development activities. The Data Science Director will provide technical advice/input that impacts strategic client outputs and Leidos business results related to C5ISR mission needs in the area of Data Science Management, Analysis, Applications, Structures and alignments to AI/ML opportunities for integration, development, advancement of solutions for specific and broad customers. The Data Science Director will impact functional strategy by new solutions, processes, standards or operational plans that position Leidos competitively in the marketplace and advance/evolve Leidos program delivery strategically. Together with other members of the PMO, the CTO, and Solution Architects, the Data Science Director will review existing IDIQ activity and identify potential areas for adjacent growth and expansion. The candidate will also use their own unique Subject Matter Expertise, experiences and perspectives, along with a gained understanding of Leidos core competencies and technology investments, to recommend new focus areas and customer engagements, take away opportunities, and untapped markets, including integration of Artificial Intelligence and Data Management.

Primary Responsibilities:
- Meet and work regularly with Leidos Business Area / Division stakeholders to work together on growing IDIQ contract vehicles, shaping strategy and opportunities, responding to RFI’s and RFP’s, gathering market intelligence, supporting all phases of the WinPlan and capture processes and to leverage IDIQ contract vehicles to meet customer mission needs and objectives.
- Meet with the Leidos IDIQ and government staff, including COR and financial analyst personnel to review, analyze, and collaborate on IDIQ opportunities and customer needs.
- Develop and implement solutions that align with strategic initiatives in data engineering, data science, and AI/ML. Services include, but are not limited to, advanced analytics, model development, data governance, and the integration of innovative technologies to inform operational decisions, support military operations, and improve efficiency.
- Collaborate with line management, solution architects, technical staff, functional staff, business and proposal development, capture, and other Leidos internal organizations on activities associated with IDIQ program opportunities and capture activities and reviews.
- Track prior, current, prospective and future Task Orders by IDIQ. Brief line and financial leadership on current and anticipated future IDIQ performance and opportunities.
- Develop and implement IDIQ customer engagement and business growth strategy.
- Attend technical conferences, demonstrations, and integration events and experiments hosted by IDIQ government and customer organizations.
- Support the PMO with monitoring performance of TOs subordinate to IDIQs, ensure compliance with IDIQ requirements and PMO processes, mentor TO PM staff, and assist in resolving issues as needed.
- Foster collaboration and cooperation between TO customers, TO performing staff, and IDIQ government staff as directed and needed.
Basic Qualifications:
- Bachelor’s degree and 17+ years of progressive experience in C5ISR and related mission areas, and strategic planning; Masters with 15+ years of prior relevant experience, or a PhD with 13+ years of prior relevant experience.
- Active TS/SCI security clearance or TS Clearance with SCI Eligibility.
- Experience with C5ISR Mission (Operations, Support) and knowledge / experience with COCOMs, Service components, TSOCs, as well as major commands, branches of the US Armed Forces.
- Experience with US Government acquisition and contracting processes.
- Excellent written and oral communication skills.
Preferred Qualifications:
- Master’s Degree or PhD.
- Intimate experience with and understanding of DoD and federal budgeting, acquisition, contracting, and procurement processes and approaches.
- Specific experience developing, integrating and documenting capabilities in the areas of Data Science and AI/ML, with SOF customer sets and COCOMs.
- Experience with Operations in the Information Environment (OIE) organizations, current doctrine, operations, activities including Analysis and Assessment related to OIE.
