Duties

  • You will perform a full range of supervisory responsibilities for a subordinate staff consisting of six to eight Standoff Precision Strike Weaponeers, GS-0301-12, and 3 Imagery Analysts, E5-E6.
  • You will organize, plan, direct and administer the work of the Intel Shift (I or II), ensuring that work complies with legal and regulatory requirements and meets customer needs.
  • You will select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
  • You will perform target analysis, aimpoint development, weapons effect calculations (weaponeering) for cruise and hypersonic missiles to maximize weapon system performance against tasked targets.
  • You will coordinate cruise missile employment issues with and provide input to Joint Staff, COCOMs, services, and agencies (CSAs).
  • You will coordinate with mission planners in support of missile route development, aimpoint identification, no strike areas/objects, run-in headings, missile block type, warhead fusing, and terminal maneuvers.
  • You will produce targeting folders, compiling and ensuring all materials necessary to support cruise and hypersonic missile mission planning are complete and current.
  • You will develop weaponeering methodologies and participate as a CMSA PAC representative in joint munitions working groups focused on the updating and validation of weaponeering methodologies.
  • You will contribute to the creation of manuals, reports, and studies focused on cruise and hypersonic missile weapon effectiveness and operational employment planning.
  • You will participate in target intelligence aspects of military capabilities planning (e.g. mission planning and attrition analysis), prepare and present target intelligence briefings to CMSA leadership and USSTRATCOM staff personnel.

  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Incumbent must be able to pass a normal adult stereo-acuity test (Stereoscopic Vision), necessary to view and exploit stereo imagery for navigational products.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: .
  • Experience and possess subject matter expert level knowledge of KSAs and duties required for Standoff Precision Strike Mission Planners.
  • Experience and knowledge of operational Tomahawk Land Attack Cruise Missile variants, capabilities, flight characteristics and constraints, planning and strike execution.
  • Experience and knowledge of operational CPS/LRHW hypersonic weapon variants, capabilities, flight characteristics and constraints, planning and strike execution.
  • Experience and knowledge of route planning strategy and techniques used in tactical low-level terrain following and medium altitude flight environment.
  • Experience and knowledge of TLAM and CPS/LRHW weapon system and adversary country Integrated Air Defense System (IADS) interactions.
  • Experience and knowledge of national intelligence resources, photogrammetric theory and techniques in measurement and location positioning of imagery objects used in the generation of TERCOM, DSMAC and VUP navigation products.
  • Experience and knowledge of Tomahawk Navigational Toolset (TNT) used to exploit imagery, generate target coordinates, construct, and analyze Digital Elevation Matrices (DEMs), DSMAC, and VUP navigation products for mission suitability.
  • Experience and knowledge of TMS, TMPC and CPT interactive computer flight planning, modeling and analysis systems used to generate and evaluate missile commands and predicted weapon system performance including probabilities of navigational updates, probabilities to penetrate enemy airspace and assessment of predicted terminal accuracy necessary to achieve mission objectives.
  • Experience and knowledge of Joint Targeting processes, requirements, and the relevant INDOPACOM joint targeting and strike operations community contacts.
  • Experience and knowledge of TLAM and CPS operational planning and execution communities.
  • Experience and knowledge of the weapon systems program offices, and planning systems development processes.
  • Experience preparing and presenting briefings and reports utilizing Microsoft office tools to Department Heads and Senior Leadership.
  • Experience planning, organizing, and directing the functions and staff of a small to medium sized organization.
  • Experience communicating effectively, both orally and in writing.

Examples of qualifying specialized experience include:
  • Developing or monitoring the development of economic impact models that reflect economic, scientific, and engineering considerations appropriate to the industry or geographic area affected by proposed agency actions.
  • Analyzing the economic impact, feasibility, practicality, and effectiveness of existing and/or proposed environmental standards, regulations, programs, and policies.
  • Identifying defects or weaknesses in the analytic work performed by officials responsible for the development of regulations and standards.
  • Identifying and analyzing the key issues in proposed regulations, standards, or guidelines.
  • Forecasting effects of proposed regulations and standards such as plant closings, unemployment, price fluctuations, balance of trade impacts, and community disruption.
  • Developing alternative agency strategy, and assessing the environmental and economic tradeoffs.
  • Identifying and assessing Government (Federal, State, and local) resource impacts of proposed agency actions.

Education Requirements (GS-11/above)

Graduate Education: Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying for GS-11 research positions. Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics. Degree work must have included independent study or research in regulatory impact. Theory courses, without independent study or research, are not sufficient to demonstrate ability to per-form at the GS-11 level.
