This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide and comprehensive range of concepts, principles, and practices in the field of Intelligence, Surveillance, and Reconnaissance arena. Such as would be gained through multi-source intelligence information experience. Applying this knowledge to difficult and complexing work assignments; or an intensive, practical knowledge of intelligence capabilities and skill to the development of new methods, approaches, or procedures that is focus driven to mission/functions of the Intelligence community. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Expert knowledge regarding comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. Expert knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, planning and operations. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Expert skill in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. Ability to plan, organize, and direct the functions and staff of a medium to large sized organization. Knowledge of the principles, concepts, and theories of Cyberspace Operations, Defensive Cyberspace Operations and Offensive Cyberspace Operations. CONDITIONS OF EMPLOYMENT CONTINUED:

- Manages and oversees ISR Directorate activities. As the subject matter expert (Senior Analyst) for 16 AF(AFCYBERA2), applies experience and mastery of joint operations to ensure seamless integration and execution of cyberspace operations in support of USCYBERCOM, the AF's three assigned Cyber Operations Integrated Planning Elements (CO-IPEs) that provide direct cyberspace support to the USEUCOM, USTRANSCOM and USSTRATCOM Combatant Commands (CCMDs), and AFCYBER to accomplish service and national cyberspace missions.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Manages and oversees the production and dissemination of multi-source intelligence. Guides a wide variety of complex and non-routine collection and operations projects/programs/teams to support the JFHQ-C (AF), 16 AF/AFCYBER, and combatant commands planning, targeting, and operations.
- Manages and oversees ISR operations. Manages, oversees, and integrates functions to provide ISR intelligence and situational awareness necessary to successfully plan and conduct cyberspace operations in support JFHQ-C (AF), AFCYBER, and combatant commands desired effects.
- Serves as a subject matter expert on ISR issues. Represents the 16AF/A2 in meetings with senior leaders from JFHQ-C, other MAJCOMs, Air Staff, DoD, Combatant Commands, National Security Agency (NSA), Defense Intelligence Agency (DIA), National Reconnaissance Office (NRO), National Geospatial Intelligence Agency (NGA), Department of Homeland Security (DHS), other national agencies, and congressional staff members.
