  • Provide technical support and guidance to staff in matters relating to information management (IT) issues that involve a wide range of IT management that typically extend and apply to an entire organization or major components of an organization.
  • Develop policies and procedures to ensure information systems reliability and accessibility, and to prevent and defend against unauthorized access to systems, networks, and data.
  • Implement, maintain, and conduct on-site and remote analyses of information systems standard security products, and associated systems in order to determine overall technical features.
  • Provide expert level advice and assistance in the areas of security architecture, systems auditing, security tools, and all areas related to INFOSEC

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • The incumbent is required to submit a Financial Disclosure Statement, OGE-450.
  • Must obtain Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position.
  • Must achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle.
Qualifications

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Basic Requirements:

Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions

Qualifying Experience:

In addition to meeting the basic requirement, applicants must possess qualifying experience. To qualify based on your experience, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as:
  • Leading IT cybersecurity projects to ensure the confidentiality, integrity, and availability of systems and networks.
  • Applying extensive knowledge of information systems security principles to meet agency requirements.
  • Providing technical consultation to senior leadership on the status of IT security programs

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.?

There is no substitution of education for the qualifying experienceat the GG-13 grade level.

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • Telework availability will be based upon the mission requirements and supervisory determination
  • This is a covered position and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).

  • Program Management Practitioner: Selectee must have their Program Management Certification (or be eligible for certification within 60 months of appointment) in the DAWIA Program Management Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 60 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
