Duties

  • You will act as a member of the Period End Close team.
  • You will ensure that accounts represented in the Division's financial statements are accurate and supportable, analyzing Unbilled Accounts Receivable, providing Journal Voucher information to the Defense Finance and Accounting Service for posting.
  • You will assist in the preparation of the Division's Financial Statements and General Ledger, including coordination with the DFAS to ensure that they provide the Division with satisfactory accounting services.
  • You will support Journal Voucher preparation, entry, review and testing.
  • You will participate in all Corporate Accounting audit responses and actions.
  • You will assist in data cleansing, including processing accounting transactions in Navy ERP to ensure funding is unencumbered.
  • You will coordinate with Code 0111 Budget Analysts to validate completion of accounting transactions in Navy ERP to ensure appropriate return of funds to sponsors and/or readiness for document closeout.
  • You will process transactions to closeout funding and generate closeout documentation in Navy ERP.
  • You will assist Unmatched Transaction Subject Matter Expert with cleanup of unmatched Disbursements and Credit transaction.

  • This is a Financial Management Level One certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

FOR THE NT-02: Your resume must demonstrate least at least one year of experience equivalent to the next lower pay band NT-01 or grade level (GS 1-4) in the federal service or equivalent experience in the private or public sector demonstrating the ability to review accounting data and reports using business tools and applications; reconcile financial statements to meet reporting requirements and to support management decisions.

FOR THE NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS 5-8 grade level equivalency) in the Federal service or equivalent experience in the private or public sector demonstrating the ability to analyze, evaluate and review accounting data and reports using business tools and applications; reconcile financial statements to meet reporting requirements and to support management decisions, identify problems and recognize solutions; and communicate effectively orally and in writing.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Basic Education Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
