As a Program Analyst (Small Business Programs) at the GS-0343-14 some of your typical work assignments may include:
1. Serves as the Program Manager (PM) responsible for the execution and administration of the Chemical and Biological Defense (CBD) Program's Small Business Innovation Research (SBIR) Program and Small Business Technology Transfer (STTR) Program
2. Responsible for planning, coordinating, integrating, implementing the overall management of the CBD SBIR and STTR Programs on a daily basis and ensuring that the Programs adhere to the SBIR and STTR Policy Directives issued by the Small Business Administration (SBA) and the DoD Office of Small Business Programs (OSBP).
3. Coordinates all aspects of the annual SBIR and STTR solicitation cycles with key dates and metrics provided by the OSBP SBIR/STTR Program Administrator.
4. Maintains program and financial records for each SBIR and STTR project and provides support through requests for SBIR and STTR project information for departmental Program Management Reviews (PMRs) and other technical summary requests.
5. Tracks SBIR Phase I and Phase II proposal status, edits proposal assessments/evaluations written by all Technical Evaluation Team members, and compiles contract administrative data.

  • This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years
  • Incumbent is required to submit a Financial Disclosure Statement, OGE 450, upon entering the position, annually, and upon termination of employment, in accordance with DOD Directive 5500.7-R, Joint Ethics Regulation, August 30, 1993.
Qualifications

You may qualify at the GS 14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service, military or private sector:
  • Applies policies and procedures in order to plan, coordinate, integrate, and implement Program Management
  • Directs research and development and acquisition policies and procedures. Direct and manage research and technology development, integration and application efforts including commercialization of innovative and state-of-the-art technology developments
  • Oversees development and execution of acquisition programs and budgets utilizing program management and financial tools
  • Advises senior leaders and stakeholders using knowledge of Federal organizations, structures, missions, policies, and responsibilities
  • Leads and managed technical support staff while directing and coordinating a wide variety of activities with interagency stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
