We are seeking a highly skilled Sr. Business Analyst to serve as a critical link between mission operators and system developers within the Defense Advanced Research Projects Agency (DARPA). This role specializes in eliciting the visionary concepts, experimental workflows, and advanced technical needs from DARPA's Program Managers and the world-class researchers they fund to shape the agency's next-generation IT infrastructure. You will be responsible for translating this often tacit and highly nuanced expertise into clear, unambiguous, and traceable requirements for the development of advanced defense systems and capabilities. Your ability to navigate the unique culture of the DoD and build trust with subject matter experts (SMEs) will be paramount to mission success.

Responsibilities

Advanced Elicitation & Analysis
  • Design and lead knowledge elicitation sessions (e.g., interviews, workshops, observation) in classified and unclassified environments to capture mission threads, operational workflows, and TTPs (Tactics, Techniques, and Procedures).
  • Deconstruct complex mission problems and uncover the unspoken or "tacit" knowledge of experienced military and civilian personnel to define true capability needs.
  • Critically evaluate information gathered from diverse military and civilian sources, resolve conflicting perspectives, and ensure requirements are based on genuine operational needs, not just user preferences.

Requirements & Process Modeling
  • Develop and manage requirements documentation that is traceable to mission objectives and capability requirements documents (e.g., within the JCIDS process).
  • Create detailed process models (e.g., using BPMN) and operational views (e.g., supporting DoDAF OV-5) that accurately depict current-state "as-is" and future-state "to-be" mission processes.
  • Author clear and concise user stories, use cases, and functional requirements that are understandable to both technical development teams and non-technical mission stakeholders.

Stakeholder Management & Mentorship
  • Serve as the primary requirements liaison between military user communities, Program Executive Offices (PEOs), systems engineers, and software development teams.
  • Build and maintain strong partnerships with senior military leaders and civilian SMEs, becoming a trusted advisor in the requirements definition process.
  • Mentor junior analysts on best practices for operating and communicating effectively within the complex defense acquisition and operational environment.
  • Other duties as assigned.

Qualifications

  • Bachelor's degree in a relevant field such as Information Systems, Business, or a technical discipline.
  • 7+ years of experience as a Business Analyst, with significant experience supporting DoD, Intelligence Community (IC), or other federal agency programs.
    • Proven track record of leading requirements definition for complex defense acquisition or systems engineering projects.
    • Demonstrable experience working directly with uniformed military personnel, government civilians, and defense contractors to elicit requirements.
    • Certified Business Analysis Professional (CBAP®)or PMI Professional in Business Analysis (PMI-PBA)® is highly preferred.
    • DoD 8570/8140 compliance certification (e.g., Security+)is highly desirable.
  • Secret clearance with the ability to obtain a TS/SCI.


Knowledge, Skills, and Abilities:
  • Expertise in a wide range of knowledge elicitation techniques and the ability to adapt them to the unique operational context and culture of the DoD.
  • Exceptional ability to listen, ask probing questions, and think critically to unravel complex mission-related problems.
  • Strong understanding of business process modeling (BPMN) and requirements traceability.
  • Ability to operate effectively and professionally in classified environments (e.g., SCIFs).
  • Familiarity with the Joint Capabilities Integration and Development System (JCIDS) process and its relationship to requirements generation is a major plus.
