Northrop Grumman's Mission System (NGMS) sector is looking for a Program Manager 2 to support the San Diego-based F-22 Communication, Navigation, and Identification (CNI) Portfolio. The F-22 CNI Portfolio includes new capability development, hardware/software development, hardware/software sustainment, and hardware production - all in support of delivering critical capabilities to the Warfighter. This role will be full-time on-site in San Diego, CA, and will be responsible for scope on a major F-22 CNI Production Program.

What You'll Get To Do:

The Program Manager's primary responsibility will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals. Program Managers are responsible for managing all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  • Measuring and reporting program performance
  • Delivering presentations to customers, executive management and other program stakeholders
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
  • Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test
  • Creation, review and finalization of the program Statement of Work
  • Identification, distribution, tracking, and completion of program requirements
  • Establishment and management of the program and subordinate baselines
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Identifying, allocating and managing program resources, including workforce planning
  • Managing Government/customer supplied property or information (GFE, CFE, etc.)
  • Managing suppliers to meet program objectives
  • Adherence to all internal processes, policies, and applicable industry standard
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities
  • Development and adherence to master plans and schedules
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization


Basic Qualifications:
  • Bachelor's degree with 8 years, or Master's with 5 years' professional experience supporting U.S. Government contracts or program management in other regulated industries.
  • Demonstrated experience supporting production programs and/or Integration & Test (I&T) activities, including participation in schedule execution, issue resolution, or milestone delivery.
  • Demonstrated experience serving as a Cost Account Manager (CAM) or Project/Program Management (PM) with documented responsibility for cost, schedule, and technical performance.
  • Working knowledge of Cost-Plus-Fixed-Fee (CPFF) and/or Firm-Fixed-Price (FFP) Contract types, including financial performance tracking and reporting requirements.
  • Hands on experience utilizing Earned Value Management System (EVMS) in a CAM or PM capacity developing or maintaining cost and schedule baselines, monitoring CPI/SPI performance, supporting variance analysis and EAC forecasting.
  • Demonstrated experience analyzing complex program issues and developing documented corrective action plans.
  • A current/active DoD Secret clearance required to start and the ability to obtain & maintain Special Program Access (SAP) clearance once you start.


Preferred Qualifications:
  • Bachelor's degree in Engineering, Business, Project Management, or related field with 8 years, or Master's with 5 years' professional experience supporting U.S. Government contracts or program management in other regulated industries.
  • Minimum of 2 years experience serving as a Program Manager or Deputy Program Manager role within a technical/engineering focused organization.
  • Experience transitioning products or designs from development into production, including participation in production ramp-up, readiness reviews, or manufacturing scale-up activities.
  • Minimum 2 years experience managing subcontractors or suppliers, including scope oversight, performance monitoring, cost tracking, and issue resolution.
  • Demonstrated experience applying formal risk management processes, including identification, mitigation, planning, risk register impacts to cost and scheduled.
  • Demonstrated experience developing program strategies supported by quantitative analysis such as schedule analysis, etc.
  • Experience engaging directly with technical teams (Engineering, I&T, Manufacturing) to resolve program execution challenges,
  • Demonstrated experience presenting program status, risk, and financial performance to senior leadership or external customers.
  • Active Special Program Access (SAP)

Primary Level Salary Range: $161,100.00 - $241,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
