TQI Solutions is actively seeking a Principal Expert Consultant to support our customer. In this senior role, you will provide high-level advisory support, guide enterprise initiatives, lead critical analysis efforts, and collaborate with senior Navy leadership to advance mission readiness and operational effectiveness.
Responsibilities:
• Serve as senior technical advisor on CVN topside maintenance, repair, modernization, and preservation activities, including all exterior and weather-exposed structures and systems.
• Assist with CVN Smart Start work, schedule, and material readiness reviews for flight deck, island structures, hull exterior, catwalks, sponsons, mast systems, and exposed equipment to ensure induction readiness and minimize growth work.
• Conduct detailed reviews of work packages related to:
- Flight deck structure, non-skid systems, and markings
- Aircraft launch and recovery support equipment interfaces
- Exterior hull plating and structural repairs
- Catwalks, safety nets, ladders, and access structures
- Corrosion control and preservation systems
- Antenna foundations, radomes, and mast structures
- Exterior piping, ventilation intakes/exhausts, and weather-exposed systems
• Support integration of topside work within overall availability schedules, including interference planning, access staging, scaffolding, crane operations, and sequencing constraints associated with exterior repairs.
• Assist with planning and execution reviews for topside testing, inspections, and certifications, including flight deck readiness, structural inspections, coating system acceptance, and equipment operational checks.
• Evaluate impacts of environmental exposure, corrosion, saltwater intrusion, UV degradation, and operational wear on maintenance planning and lifecycle sustainment.
• Provide independent assessment of shipyard and government planning/execution metrics for topside work, identifying risks related to access limitations, weather delays, safety constraints, and material availability.
• Participate in topside-focused technical reviews such as:
- Flight Deck Certification Readiness Reviews
- Structural and Corrosion Control Boards
- Aviation Facilities Reviews
- Industrial Safety and Risk Boards
• Advise leadership on technical, safety, and schedule risks associated with topside work, including fall protection requirements, heavy lift operations, hot work, and confined space interfaces.
• Support investigation and implementation of new materials, coatings, corrosion mitigation technologies, inspection methods, and maintenance practices to improve durability and reduce lifecycle cost.
• Provide guidance on staging, logistics, and industrial base considerations affecting exterior work execution.
• Brief senior Navy and civilian leaders on topside maintenance status, risks, mitigation strategies, and readiness posture.
• Support high-visibility strategy sessions, design reviews, and enterprise planning activities related to CVN structural integrity, aviation facilities, and exterior modernization.
Requirements:
• Bachelor's Degree in Engineering or a related field (relevant ship maintenance experience may be considered in lieu of degree).
• Minimum of fifteen (15) years of relevant senior-level experience in surface ship maintenance, shipyard operations, structural repair, or aviation facilities aboard large-deck ships (CVN/LHA/LHD).
• Demonstrated expertise in CVN topside systems and structures, including:
- Flight deck construction, coatings, and markings
- Exterior hull structure and preservation
- Catwalks, safety systems, and access structures
- Mast and antenna foundations
- Deck equipment foundations and supports
- Exterior piping and ventilation systems
- Aviation support infrastructure
• Extensive experience with corrosion control programs, coating systems, and preservation planning for naval vessels.
• Experience planning and executing major ship availabilities involving significant exterior work packages.
• Demonstrated ability to integrate topside work with industrial operations such as scaffolding, staging, crane lifts, and heavy equipment usage.
• Strong knowledge of safety requirements for elevated work, hot work, and industrial operations on large vessels.
• Demonstrated ability to interface with senior Navy leaders, shipyard management, and technical authorities.
• Proven ability to analyze complex structural and operational issues, assess risk, and develop actionable mitigation strategies.
• Strong proficiency in preparing executive-level briefs, reports, and decision papers.
• Excellent communication skills with the ability to convey technical maintenance issues to senior decision-makers.
Preferred Qualifications:
• Master's Degree with at least seven (7) years of recent specialized experience.
• Experience in senior staff roles, program oversight, requirements development, or enterprise modernization initiatives.
• Experience with Navy Type Commanders, NAVSEA, and shipyard operations.
• Industry-recognized certifications (e.g., PMP, ITIL, Lean Six Sigma) are beneficial.
This position requires the ability to obtain and maintain a U.S. government security clearance. Candidates must be eligible for a background investigation.
