We are seeking an experienced Entra ID Technical Program Lead to oversee and directly support Microsoft Entra ID Business-to-Business (B2B) collaboration initiatives within a large Federal enterprise environment under the EMCAO program. This role blends technical leadership, hands-on identity integration expertise, and structured program coordination to enable secure interagency collaboration between VA and external agencies or partners. The Entra ID Technical Program Lead ensures successful onboarding, cross-tenant identity enablement, operational scalability, and structured execution of collaboration services using Microsoft Entra ID B2B or equivalent solutions.

DUTIES AND RESPONSIBILITIES:

  • Lead planning and execution of interagency Microsoft Entra ID B2B collaboration initiatives, including development of project plans, schedules, and progress reporting.


  • Perform technical site assessments and develop integration plans aligned with agency-specific identity and collaboration requirements.


  • Configure and validate cross-tenant access settings, external collaboration policies, and identity federation integrations as part of site/program enablement efforts.


  • Oversee structured intake and onboarding processes for new B2B sites and partner programs.


  • Coordinate engineering, administration, help desk, and stakeholder teams to ensure successful and timely enablement execution.


  • Drive resolution of technical integration issues within defined timelines and provide escalation coordination when necessary.


  • Support establishment and scaling of B2B operational support processes as new integrations are onboarded.


  • Provide advanced troubleshooting support for complex identity integration issues when escalated from support teams.


  • Coordinate release management activities impacting B2B identity services and ensure precise communication and execution of configuration changes.


  • Deliver training sessions, enablement materials, and stakeholder updates to support adoption and operational readiness.


  • Maintain and update B2B technical documentation, integration artifacts, and knowledge repositories in alignment with enterprise standards.


  • Collaborate with security and compliance stakeholders to ensure B2B integrations align with federal cybersecurity and governance requirements.


  • Support preparation of technical engagement artifacts documenting customer/program onboarding, including Memoranda of Understanding (MOU), Memoranda of Agreement (MOA), Memoranda for the Record (MFR), and Interconnect Security Agreements (ISA).


  • Provide technical guidance for application integration and custom configuration activities supporting secure interagency collaboration use cases.


  • Identify opportunities to enhance scalability, integration efficiency, and operational maturity of Entra ID B2B services.


KNOWLEDGE AND SKILLS REQUIRED:

  • 5+ years of relevant IT experience, including identity management and technical leadership within enterprise environments.


  • Hands-on experience implementing Microsoft Entra ID B2B or federated identity integration solutions.


  • Strong understanding of cross-tenant access architecture, identity federation, and external collaboration models.


  • Experience leading enterprise onboarding or integration initiatives across multiple stakeholders.


  • Experience coordinating release planning and integration execution activities.


  • Strong stakeholder engagement, reporting, and documentation skills.


KNOWLEDGE AND SKILLS DESIRED:

  • Experience working with Federal agencies, particularly the Department of Veterans Affairs, is a plus.


  • Experience supporting Federal interagency collaboration initiatives.


  • Experience operating within Microsoft 365 Government Community Cloud (GCC) environments.


  • Familiarity with federal governance, change management, and compliance documentation processes.


EDUCATION:

  • Bachelor's degree in Computer Science , Engineering, or a related discipline, or equivalent experience.


CLEARANCE:

  • Must be able to obtain and maintain a Public Trust clearance.
