Maximus is currently seeking a Director of Technical Delivery. As a senior technology leader, you will be responsible for the successful delivery of large-scale, complex, and mission-critical initiatives across the enterprise. This role owns end-to-end delivery execution and coordinates technical delivery through matrixed systems analysis, engineering, testing (QE/UAT), ensuring programs are well-planned, predictably delivered, and meet business, technical, quality, and operational expectations.
The Director partners closely with Product, Business, Architecture, Software and Data Engineering, Quality Engineering (QE), PMO, and Business Operations leaders to translate strategic priorities into executable delivery plans, manage cross-team dependencies, and drive consistent outcomes across multiple concurrent initiatives. The role leads multidisciplinary onshore and offshore delivery teams and is accountable for delivery predictability, engineering quality, risk management, release readiness, and stakeholder confidence.

Essential Duties and Responsibilities:
- Lead the engineering & architecture for resilient cloud-native, data-driven solutions with cutting edge technologies to meet the needs of our organization, users, and internal strategic partners.
- Lead strategy and operational delivery of business-critical platforms and services.
- Create new processes and structures to help drive delivery and operational excellence.
- Collaborate with product and engineering leadership to construct a product delivery strategy, reasonable roadmaps, and timelines.
- Build a highly available, scalable platform with the customer at the center.
- Understand design, architecture, and code across multiple technologies and provide technical guidance to team members.
- Leads and directs the work of other employees and has responsibility for personnel actions including; hiring, performance management, and termination. Supervision is often provided through a team of subordinate managers.
Job-Specific Essential Duties and Responsibilities:
Technical Delivery Leadership
- Own end-to-end delivery for large, complex, multi-team initiatives across the full SDLC.
- Coordinate and manage technical delivery across matrixed systems analysis, software and data engineering, testing (QE/UAT), ensuring alignment to program goals.
- Establish and maintain integrated delivery plans, release plans, and dependency maps across product, engineering, testing
- Ensure alignment between scope, schedule, cost, and technical feasibility.
Program & Execution Management
- Lead delivery execution across multiple workstreams, vendors, and platforms.
- Act as a trusted delivery advisor to senior Business, Product, Technology, PMO, and Operations leaders.
- Represent Maximus on client status calls and provide input to client facing contract deliverables.
- Provide clear, transparent communication on delivery status, risks, tradeoffs, and outcomes.
- Manage scrum teams and distributed delivery teams across programs, ensuring clear ownership, execution discipline, and accountability.
- Proactively identify, manage, and escalate delivery risks, dependencies, and constraints across teams.
- Coordinate release planning, cutover, and release execution across environments and delivery teams.
- Manage resource allocation, and financial tracking in partnership with PMO and Finance.
- Drive resource planning and capacity management across onshore and offshore teams.
- Coordinate change requests and scope adjustments, ensuring impacts to cost, schedule, quality, and operations are clearly evaluated.
- Provide disciplined execution tracking, milestones, and delivery of health reporting.
Engineering Quality, Testing & Predictability
- Partner with Architecture, Engineering, QE, and UAT leaders to ensure solutions are technically sound, testable, scalable, and supportable.
- Coordinate UAT and Quality Engineering readiness, including test strategy alignment, test data, environments, and business participation.
- Drive disciplined defect and bug management, including triage, prioritization, root-cause analysis, resolution, and release decisions.
- Track and reduce defect leakage through improved development, testing, and release practices.
- Ensure non-functional requirements (performance, security, availability, scalability, reliability) are defined, tested, and validated.
- Lead and govern estimation, capacity planning, and delivery forecasting for complex initiatives.
- Improve estimation accuracy through standardized models, historical data, and continuous feedback loops.
- Ensure initiatives meet defined production readiness and go-live criteria prior to launch.
- Partner with Operations to ensure post-release support, monitoring, and stabilization plans are in place.
Agile & Hybrid Delivery Enablement
- Implement and reinforce Agile and hybrid delivery best practices (Scrum, Kanban, SAFe) across matrixed teams.
- Partner with Product and Engineering to ensure backlogs are prioritized, refined, and executable.
- Drive consistent use of delivery metrics and KPIs to measure progress, quality, predictability, and outcomes.
- Foster a culture of ownership, quality, continuous improvement, and execution excellence.
Minimum Requirements
- Bachelor's degree in relevant field of study.
-10+ years of relevant professional experience required.
Job-Specific Minimum Requirements:
- 10+ years of experience in technology delivery, technical program management, or engineering leadership roles.
- 8+ years leading large-scale, complex programs delivered through matrixed requirements analysis, engineering, testing teams.
- Proven experience coordinating delivery across multiple platforms, vendors, and delivery organizations.
- Demonstrated success delivering high-risk, high-visibility initiatives with significant business impact.
