We are seeking an experienced Senior Functional Analyst to support the United States Military Entrance Processing Command (USMEPCOM) under the MITES Task Order. This role supports enterprise AWS-hosted applications responsible for processing recruit candidates entering the U.S. Armed Forces. The Senior Functional Analyst will serve as a senior liaison between Government stakeholders and cloud-based Agile development teams, translating operational needs into secure, scalable, and technically sound solutions. This is a remote position with travel up to 10%, which may include occasional visits to client sites or government installations.
This position works closely with AWS cloud development teams leveraging Ruby on Rails, React JS, PostgreSQL, and GraphQL APIs. The Senior Functional Analyst will lead requirements analysis, decompose system capabilities, construct workflow diagrams, and define specifications, epics, and user stories that guide technical implementation. The role requires strong analytical discipline, technical fluency, and the ability to communicate effectively across functional, technical, and executive audiences.

Key Responsibilities:
- Lead requirements elicitation sessions with Government stakeholders and subject matter experts
- Translate business and operational needs into functional and non-functional system requirements
- Develop workflow charts, data flow diagrams, interface specifications, and requirements traceability matrices
- Decompose system capabilities into structured epics and user stories
- Support design considerations including data models, database structure (PostgreSQL), and access control/entitlement requirements
- Collaborate with development teams supporting Ruby on Rails backend services and React-based frontend applications
- Provide functional guidance related to GraphQL schema design and query optimization
- Support UI/UX efforts by applying user-centered design principles and developing wireframes or prototypes as needed
- Coordinate with AWS teams regarding monitoring, logging, and integration patterns, including CloudWatch, SQS, and SNS
- Participate in sprint planning, backlog refinement, and release cycles
- Support user acceptance testing (UAT) and validate functional outcomes
- Develop clear, concise technical documentation and training materials
- Provide staff training and stakeholder briefings, including executive-level presentations
- Promote open communication and collaboration across cross-functional teams
- Identify risks, gaps, and system impacts and recommend corrective actions
Required Qualifications:
Candidates must possess experience and capabilities across the following skill areas, listed in order of importance:
- U.S. Citizenship required; active DoD Secret clearance preferred
- Minimum of eight (8) years of relevant experience in functional analysis, business systems analysis, or requirements engineering supporting federal IT systems
- Demonstrated experience working with AWS cloud development teams
- Experience supporting applications built on Ruby on Rails, React JS, and PostgreSQL
- Experience with GraphQL APIs, including schema design and query optimization
- Working knowledge of AWS services including:
--- CloudWatch (monitoring and logging)
--- SQS (message queuing)
--- SNS (notifications and messaging)
- Demonstrated ability to construct workflow diagrams and decompose complex system capabilities
- Strong analytical, detail-oriented, and inquisitive mindset
- Extremely organized with strong time-management skills
- Ability to write clear, concise technical documentation
- Excellent verbal and written communication skills, including experience delivering staff training
- Comfortable interacting with staff, senior leadership, and executive-level stakeholders
- Ability to work independently and collaboratively in Agile environments
- Bachelor’s degree in Computer Science or related field (or equivalent professional experience)
Preferred Qualifications:
- Experience supporting DoD or federal acquisition programs
- Experience with AWS-hosted applications and cloud-native architecture
- Familiarity with RMF, access controls, and role-based entitlements
- Agile certification (CSM, SAFe, or equivalent) preferred
Work Environment:
- Required to dress appropriately for the job environment, including adherence to safety, security, and site-specific dress standards
- Ability to sit or stand for extended periods while performing computer-based tasks.
- Requires sustained use of hands and fingers for keyboarding, writing, and operation of standard office equipment, as well as frequent verbal communication, active listening, and visual acuity to perform job responsibilities effectively.
- Occasional movement around the office, including climbing stairs.
