  • Serves as the HQ PACAF SAP Information Systems Security Manager (ISSM) principal advisor on all matters, technical and otherwise, involving the security of information systems to the PACAF SAPMO, Program Manager and Lead MAJCOM GSSO.
  • Serves as Senior Cybersecurity Analyst and manager of Cyber risk management framework implementation and integration for programs and special projects.
  • Develops and executes Cybersecurity assessment and monitoring strategies of multiple unique mission critical IT networks.
  • Exercises supervisory personnel management responsibilities.
  • Facilitates and participates in discussions, meetings, committees and or special projects, and presents briefings and prepares recommendations and reports affecting the near-term and long-range infrastructure and capabilities of special enclave networks and mission support IT.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test.
  • The employee must obtain and maintain a Top Secret security clearance, with favorable adjudication for Sensitive Compartmented Information as a condition of employment.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive the proper IA certification will result in removal from this position.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.

Qualifications:

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent in other pay systems. Examples of specialized experience includes: Applying a wide range of Cybersecurity principles and systems analysis concepts/techniques to evaluate risk and vulnerability, implement mitigating improvement, and disseminate IT security tools and procedures; utilizing systems analysis principles and techniques to assess new and planned capabilities for development of SAP IT enterprise policies and requirements; implementing planning methods and business process engineering concepts to lead/conduct studies designed to identify potential improvements in the way SAP IT is applied to key business functions; applying interrelationships of multiple SAP IT acquisition disciplines to support the planning and oversight of acquisitions and planned capabilities for SAP IT systems development projects/services from conception to support; and preparing technical policy/requirements for new IT technologies insertion recommendations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of Command and Special Access mission, strategy, goals, and policies and procedures, especially when it comes to IT systems. Knowledge technology insertion and balanced approaches to the selection, design, development, and deployment of enterprise capabilities and SAP IT solutions.
  • Knowledge of a wide range of Cybersecurity principles and systems analysis concepts and techniques, approaches, new and emerging information technologies, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
  • Knowledge of Cybersecurity requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and asses and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
  • Knowledge of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
  • Knowledge of IT governance and requirements processes, IT tools, methods, and techniques, as well as life cycle management concepts, architecture processes, integration techniques, and testing methods.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, implement capability enhancements and capability roadmaps, develop acquisition strategies, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  • Ability to effectively communicate both orally and in written correspondence on complex technical requirements and policies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
