Job Summary:
Enhance operations while remaining fiscally sound through data-driven analysis and processes. Utilizing a business enterprise architecture, bolstered by established strategic plans and objectives. Propose data-driven initiatives that meet the Armed Forces peace and wartime operational need for blood products in a timely, efficient, cost effective and regulatory compliant manner.
Responsibilities:
Provide expert guidance and coordination regarding the comparability of blood products and donor eligibility criteria between the United States and foreign countries.
• Maintain a current understanding of international blood regulations, assessing the quality and safety of blood systems in designated countries, and providing recommendations to the ASBP regarding the acceptance or rejection of blood products sourced from those nations.
• Collaborate with ASBP subject matter experts, the Department of Defense (DoW), and international partners to ensure the safety and availability of blood products for service members.
• Track all foreign blood regulations and comparability assessments, conduct regular reviews of international standards, and prepare reports summarizing findings and recommendations.
• Participate in international conferences and working groups related to blood safety and comparability, representing the ASBP's interests and contributing to the advancement of global blood standards.
• Conduct foreign nation blood comparability assessments and prepare country comparability reports, per ASBP guidance, which determine comparability of a nation's blood supply to US standards.
Deliverables will include, but are not limited to, annual country comparability reports, updated tracking entries, and presentations summarizing key findings for ASBP leadership. Successful performance will directly contribute to the ASBP's ability to provide safe, effective, and readily available blood products to deployed and garrison forces.
Participate in planning and implementation of donor screening procedures per the Walking Blood Bank (WBB) draft Military Standardized Requirement.
• Manage and oversee donor screening processes, including testing services and result recording.
• Communicate screening results and relevant information to operational stakeholders.
• Establish and maintain a robust WBB program. Including standardization of SOPs consistent with ASBP guidance.
• Develop and deliver comprehensive training for WBB collection, transfusion, and storing of fresh whole blood. Document all training.
• Serve as the primary point of contact for the WBB program, coordinating with medical staff, laboratory personnel, and other relevant stakeholders.
• Prepare and submit regular reports on WBB program activities, including donor demographics, blood collection data, and program challenges.
• Implement and maintain a robust quality control program to ensure the safety and efficacy of the WBB program.
• Maintain accurate and complete records of all WBB program activities, including training records, blood collection data, and quality control reports.
• Assist with the development of deployment plans for WBB personnel and resources.
Education/Certifications:
Bachelor's degree or higher in a relevant scientific field (e.g., Biology, Medical Technology, Chemistry, Hematology) or minimum of three (3) years of experience as a Clinical Laboratory Scientist is required.
Minimum three (3) years of experience in a clinical laboratory scientist role working with DoD military and/or civilian customers.
Required Qualifications:
Must possess analytical skills with a strong aspect of transfusion medicine. Possesses excellent written and verbal communication skills. Possess the ability to build
relationships and effectively manage expectations with diverse stakeholders. Expertise in blood typing, crossmatching, and blood product compatibility testing, including an understanding of potential differences in practices between US and other countries. Report on blood product compatibility. Ability to assess different country blood supply chains, including collection, processing, storage, and distribution capabilities.
