Job Summary:
Responsible for reporting, analyzing, strategizing, creating metrics and determining efficiencies of blood management. Ensure that a Monthly Progress Report (MPR) is submitted outlining the expenditures, billings, progress, status, and any problems/issues encountered in the performance of the contract. Provide briefs to manage and determine efficiencies of blood management.
Responsibilities:
The ASBPD and the SBPOs will benefit from assistance in generating and analyzing programmatic data within the Enterprise Blood Management System-Donor (EBMS-D), and other ASBPD data sources. The Contractor shall assist the SBPOs and ASBP Division staff to analyze requested data.
Develop studies and analysis to improve the performance, productivity, and efficiency of ASBP Operations at individual BDCs, SBPOs and JBPO support, and the enterprise. Pull together data on the operations and organizational factors of the ASBP and quantify the data into objective results and conclusions to be used for decision-making by the project and program leaders; and conduct activities that foster teamwork and/or high functioning group processes that will allow the program and any particular project to function more efficiently.
Conduct development and data analysis studies as necessary to support strategic initiatives as well as ad hoc organizational studies as requested as time and funding allow. Ad hoc analysis and studies are one-time requests which, as decided jointly by the COR and the Chief, ASBPD, will be completed as time permits, following the directed guidance of the COR and requester. Examples of ad hoc studies and analysis may be:
• Defense Readiness Reporting System (DRRS) reports
• MTF Transfusion Services Daily Inventory Status reports
• Quota Compliance reports
• Donor Collections reports
Business Transformation/Executive Information: The Business Transformation and Executive Information task area focuses on discrete tasks to support Strategic Planning to include continuous process improvement utilizing leading commercial best practices and tools, techniques, and procedures (TTPs); and active participation with the Program Office with presentation at monthly meetings. The Business Transformation and Executive Information task area will facilitate discovery, definition, and development of alternate courses of actions to drive operational efficiencies and cost savings across the military blood supply chain, and support development and maintenance of the ASBP Strategic Plan.
Work with ASBP Staff to utilize application reporting capabilities of the Enterprise Blood Management System – Donor, Theater Medical Data Store (TMDS), or any other approved data reporting system as required to develop strategic and business transformation materials in support of ASBP and Combatant Commands.
Education/Certifications:
Bachelor's degree or higher degree in any general business degree field or if the proposed candidate does not possess a bachelor's degree or higher level degree in any general business degree field then the proposed candidate must have at least 3 years of experience as a Business Analyst. Minimum of three (3) years' experience as a Business Analyst (Senior) and in working with DoD military and/or civilian customers.

Must possess analytical skills with the strong ability to interpret data, draw insights and identify pattens. Possess excellent written and verbal communication skills to effectively convey findings to stakeholders. Proficient technical skills in data analysis tools, business intelligence platforms and process modeling software. Have the ability to utilize problem-solving skills to identify root causes of issues and develop effective solutions. Express business acumen through the understanding of business operations, financial principles and industry dynamics. Possess the ability to build relationships and effectively manage expectations with diverse stakeholders.
