Duties

  • You will serve as a logistics analyst, evaluating numerous logistics phases and Integrated Product Support (IPS) elements to ensure proper support identification and readiness throughout the product life cycle.
  • You will monitor and manage the logistics efforts of various DON and DoD organizations and/or other government agencies plus the efforts of prime vendors or manufacturers' representatives contracted for the rendering of IPS.
  • You will assist with oversight to ensure support is correct, complete, and accomplished in a timely manner.
  • You will manage the process and productivity of Integrated Process Teams (IPTs) responsible for planning the initial and sustainment logistics needs of the acquisition project, document and convert results into a Life Cycle Sustainment Plan (LCSP).
  • You will maintain responsibility to continue management of the in-service phases of the LCSP ensuring both sustaining and upgrade requirements are met.
  • You will work with many specialists including: Logistics Element Managers (LEMs), maintenance technicians, engineers, contract specialists, financial planners, legal counsel, support contractors, manufacturer's representatives and sub-contractors.
  • You will establish goals, designate responsibilities, and interpret impact on overarching programs associated with life-cycle logistics.
  • You will develops and directs IPS concepts and plans to ensure the appropriate types and levels of IPS are in place for DoD and other government agency-managed projects (both at the ship platform and equipment levels).
  • You will tailor Navy policy, concepts, and procedures to meet program guidelines and to stay within funding constraints and ensures that IPS directives are incorporated into the support provisions of various ship contracts.
  • You will provide technical expertise, leadership, operational insights, and teaming skills.
  • You will provide guidance and advice to life cycle support IPS Managers regarding the design and development of new ILS approaches, concepts, practices, and methods.
  • You will develop evaluation criteria and metrics for use throughout the life of the program or platform.
  • You will direct and perform trend analysis of ship and equipment specific support problems both over time and across systems and ship classes to discern trends and systemic IPS issues.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (GS-12) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with program and/or project management techniques as related to lifecycle logistics management. Experience in the analysis and evaluation of logistics data. Interpretation and implementation of logistics policies and procedures. Experience with integrated product support teams.

Examples of qualifying experience include:
  • Serving on a team of functional, technical and supply support personnel responsible for planning, managing, and completing technical assignments.
  • Assist in the formulation of technical and administrative policies and procedures.
  • Assist with overseeing projects from conception to completion as it relates to provisioning for shipbuilding, Technical Support Authority (TSA), Acquisition and LIfecycle Support.
  • Provide technical and project management expertise that serves to coordinate acquisition and life-cycle Integrated Logistics Support (ILS) for new and existing equipment.
  • Collaborates with the shipbuilder to ensure ILS products are received in accordance with contractual obligations.
  • Develops provisioning documentation to support configuration control.
  • Develop briefs and deliver to leadership at various meetings.
  • Provide direction and guidance to TSA
  • Schedule, coordinate and execute provisioning conferences for various systems/components
