Position Summary
The Advanced IT Management Analyst serves as a senior advisor for IT portfolio management and business operations across N61 and N62 directorates. This position supports Defense Business System (DBS) Certification processes, manages Cyber Workforce (CWF) Program requirements, leads stakeholder engagement activities, and develops IT policies and compliance dashboards. The analyst serves as an advocate for Navy Medicine during portfolio rationalization and acquisition processes, coordinating with DHA and DON N2N6 stakeholders.
Primary Duties and Responsibilities
• Serve as Navy Medicine advocate during portfolio rationalization and IT solution acquisition
• Coordinate with DON N2N6 working groups to advocate for Navy Medicine equities
• Prioritize investments, identify capability gaps, and validate IT requirements
• Provide subject matter expertise in requirements analysis, design sessions, and user acceptance testing
• Advise and facilitate proper business-driven and stakeholder-defined requirements
• Support and facilitate stakeholder working groups for portfolio governance
• Align new IT and Digital Capability investment requests with functional SMEs for validation
• Develop requirements for service requests including performance, interface, and architecture elements
• Validate technical application/system requirements for traceability and consistency
• Assess operational impacts of proposed IT changes and develop mitigation strategies
• Prepare metric reports for service requests and system compliance in N-ERP, Jupiter, Advana
• Serve as N6 Action Officer; represent N6 at Action Officer meetings
• Track, manage, and respond to all task assignments using current task management tools
• Serve as DoD/Navy CWF subject matter expert for Navy Medicine stakeholders
• Create and maintain BUMED instructions and guidance for the CWF Program
• Develop business process metrics and dashboards for CWF tracking and reporting
Required Knowledge, Skills, and Abilities
• Expert knowledge of DoD IT Portfolio Management and DBS Certification processes
• Experience with DON N2N6 governance processes and stakeholder engagement
• Understanding of Defense Business Systems lifecycle and compliance requirements
• Familiarity with N-ERP, DHA J-6 Portal, Jupiter, and Advana systems
• Knowledge of DoD/Navy Cyber Workforce (CWF) Program requirements
• Strong analytical skills for requirements analysis and gap assessment
• Experience with IT policy development and compliance monitoring
• Proficiency in dashboard development and KPI reporting
• Excellent written and verbal communication skills
Education: Bachelor's degree in information technology, Business Administration, or related field. Master's Degree preferred.
Qualifications:
Minimum 4-8 years of experience in cybersecurity, with at least 5 years in DoD/Federal RMF implementation

- CWF Designation: IAM III / WRC 752 (Advanced). Acceptable certifications include CISSP, CISM, or GSLC. ITIL certification is preferred.
