About the role

Concept Plus is seeking a Technical Lead to support client application implementation and maintenance including cloud migration, system design, enhancement, testing, cybersecurity across all environments (Dev, test, production) and administer the system adhering to required standards.

What you'll do
  • Serve as Financial Tools Technical Sustainment Lead and SME.
  • Act as Technical Liaison with all interface partners, define requirements and clarify, manage Engineering Change Proposals (ECRs) and provide Life Cycle Systems Engineering support.
  • ETL/Data Integration: 5+ years with Informatica PowerCenter or equivalent ETL tool (e.g., Oracle Data Integrator, Talend, SSIS).
  • Database Development: 5+ years with Oracle (SQL, PL/SQL, performance tuning).
  • Reporting & Analytics: Experience with SAP BusinessObjects or equivalent BI/analytics tool (e.g., Tableau, Power BI, Qlik).
  • Budgeting & Planning: Experience with IBM Planning Analytics (TM1) or similar enterprise budgeting tools.
  • Provide expert-level knowledge of Financial, ETL, and Budgeting Tools sustainment life cycle management activities.
  • Experience with Oracle APEX or similar low-code platforms for UI/data maintenance.
  • Familiarity with Oracle WebLogic Server and HTTP Server (install, configure, patch).
  • Ability to review Interface Control Documents (ICDs) and implement changes.
  • Experience resolving STIG findings and applying DoD security hardening.
  • Develop and evolve the product roadmap and backlog.
  • Provide technical leadership and guidance for the Scrum Team.
  • Perform Functional System Administrator (FSA) duties that include ensuring servers, workstations, peripherals, communication devices, and software are on-line and available to support customers.
  • Comply with the Government policies and procedures required to fulfill the role of FSA.
  • As an FSA, be completely knowledgeable in the USAF network capabilities/limitations and the network security policy.
  • Install and configure software and hardware. Enforce access control, set permissions, perform security management functions, and coordinate maintenance call-out with the Virtual Information Center (VIC) help desk.
  • Experience working with DOW is preferred.
  • Budget Development and Financial Management Tools experience is preferred
  • Experience working with DISA is preferred


Required Qualifications
  • US Citizen
  • Active/Recently active Federal Government Clearance
  • Bachelor's degree in Computer Science, Information Systems, or related field (or equivalent experience).
  • 7+ years' experience in data warehouse, budget development tool (Informatica ETL, Oracle, SAP BOXI, and IBM Planning Analytics)
  • 7+ Years experience in Oracle, PL/SQL
  • 5+ years functional experience with federal financial and budgeting systems
  • 5+ years of experience in system enhancement and administration on the operational platforms
  • 5+ years of experience in Decision Support System applications and their architecture
  • 2+ years' experience with Defense Architectural Framework (DoDAF) Guidance)
  • Strong interpersonal and communications skills.
  • Experience in AGILE Environment
  • Experience with JIRA, Confluence, Bitbucket
  • CompTIA Security+ or equivalent IAT level 2 certification required.

  • CISSP certification
  • AWS Cloud One / AWS Gov Cloud / DevSecOps Experience
