Duties

PURPOSE OF POSITION AND ORGANIZATIONAL LOCATION: The primary purpose of this position is: As an Air Reserve Technician (ART), is to act as the staff advisor to the LGR ART of the Logistics Group (LG) for all supply/fuels disciplines and to provide training to reservists in the accomplishment of tasks set forth herein.

Duty 1: Serves as the supply liaison between the LGR in a Support Group and key staff, headquarters, and subordinate personnel. Determines supply areas requiring increased management emphasis and concentrations.
Duty 2: Coordinates logistic activities and plans with subordinate units and all affected staff agencies (such as organizational maintenance operation, budget, and host supply) to ensure effective management of resources and an integrated logistics program.
Duty 3: Develops, utilizes, and updates applicable checklists for use in evaluating unit compliance. Periodically inspects logistics support activities to ensure compliance with established policies and procedures.
Duty 4: Reviews plans and ensures all changes are disseminated to affected agencies and implemented. Develops, provides guidance, and ensures implementation of the supply training programs, including annual tours for all reserve supply personnel assigned to the wing/group and applicable GSUs, where applicable to include CE, MAPs, SPs, etc.
Duty 5: Oversees and evaluates training programs through SAVs, review of training records and reports, and AFRES and gaining command inspections. Works through Maintenance Operations Squadron in the resolution of training problems including inadequate facilities, instructors, lack of command guidance, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: GS-11 Applicants must have at least one year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems which includes knowledge of supply/logistics operating activities and their interface with various echelons on staff elements. Knowledge of a broad range of supply regulations, procedures, guidelines, and their relationships to a total supply program. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. NOTE: You must submit a copy of official transcripts.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level-graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: you must submit a copy of official transcripts.

OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Note: You must submit a copy of official transcript

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Requires extensive knowledge of logistics operating activities and their interface with various echelons on staff elements. Scope of unit's mission entails support, maintenance, and operation of the logistics program of a Reserve unit.
2. Requires knowledge of a broad range of supply regulations, procedures, guidelines, and their relationships to a total supply program.
3. Requires knowledge of supply operations to the extent that incumbent has the ability to plan, analyze, and evaluate the effectiveness of the supply program on an independent basis.
4. Requires knowledge of overall supply operation in order to serve as the authoritative advisor to the LGR Squadron Chief, Mission Support Group or the delegated representative on all matters pertaining to supply support in order to independently resolve issues involving various conflicting requirements.
5. Ability to communicate effectively with staff, operating officials, and others to gather facts effectively.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application.
