Specialized Experience: One year of specialized experience which includes:
1. Legislative & Policy Analysis:
Providing advice to senior leadership on legislative processes, congressional activities, and their potential impact on organizational missions and equities
2. Legislative Impact Evaluation:
evaluating the effects of proposed and enacted legislation to develop and implement responsive organizational strategies, programmatic adjustments, and policy changes.
3. Congressional Engagement & Communication:
Preparing a range of documents in support of congressional engagement, including briefing papers, talking points, formal responses to congressional inquiries, and materials for hearings and staff briefings.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:

- Analyze Command programs, plans, and current problems in order to determine specific areas of Congressional interest, inquiry, or investigation.
- Provide legislative program continuity across USEUCOM, synthesizes data from diverse sources, analyzes trends, and evaluates legislation and other program directives in order to formulate USEUCOM planning for legislative engagement and action.
- Assist in arranging contacts between Congress and the USEUCOM Commander, with support from headquarters staff.
- Establish and maintain effective working relationships with Congressional staff in both the House and Senate, as well as with the legislative liaison offices of the Office of the Secretary of Defense (OSD), the Joint Staff, and the Military Services.
- Represent the ECCA Director at departmental legislative affairs meetings in the Pentagon and in/around Washington, D.C.
- Review Congressional testimony inputs, draft responses, and coordinate the administrative submission of Questions and Inserts for the Congressional Record (QFRs/IFRs) that normally follow testimony.
