Red River is seeking a skilled and experienced Operations Manager to join our team to plan, coordinate, direct, and report on various IT and IT adjacent projects supporting large-scale government programs. As the Operations Manager, you will report to the Program Director and collaborate with other primary Leads within the overall program, collaborating and working closely with cross-functional teams and stakeholders to successfully drive projects to completion.
This is a hybrid position and requires some amount of onsite work and interfacing in the DC, MD, VA area. This role is specific our Navy Thor Program, and more narrowly the IaaS Development, Integration, and Sustainment functions within the program, all in support of PEO IWS-X.

Responsibilities:
- Manage projects within the IaaS Development, Integration, and Sustainment team within the larger Thor Program throughout their life cycles and drive projects to completion.
- Coordinate between customer contacts, team resources, direct team members, partners, subcontractors, and project stakeholders on all aspects of the projects.
- Manage, coordinate, and establish priorities for project completion.
- Oversee IaaS project team leads and assign and delegate tasks and responsibilities to team leads and other team members to support execution of project completion.
- Design project plans which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel.
- Support administrative activities for employees and subcontractors within the IaaS teams, including timecards, onboarding and offboarding tasks, and other IaaS team program administrative tasks.
- Support efforts for contract negotiations and subcontract coordination as appropriate and requested.
Requirements:
- Bachelor's degree in project management, business administration, or a related field or applicable work experience
- Secret security clearance
- Project Management Professional certification, or ability to obtain in a reasonable time frame
- Eight years of program management experience, in the government sector
- Knowledge of project management methodologies i.e., Agile, Scrum, Lean
- Superior communication and interpersonal skills, with the ability to effectively collaborate with internal and external stakeholders
- Strong leadership skills, with the ability to motivate and inspire team members
- Exceptional problem-solving and decision-making abilities
- Experience collaborating with customers and other vendors at all levels, including in time-constrained project situations
- Ability to prioritize and manage multiple tasks and deadlines and complete projects
- Ability to work within resource-constrained environments, working with others for prioritization and flexibility
