Description

Delaware Nation Industries (DNI) is seeking a experienced, qualified Construction Project Manager with the capability in the development and execution of a wide variety of Federal construction projects. This project manager's responsibilities will include conducting site visits on Federal facilities, unit price and hard bid estimating, bid development, project negotiations, developing job costs, working with A/E firms on design-build and design-bid-build projects and tracking all aspects of multiple projects. The ideal candidate will be motivated, highly organized, with the ability to plan and multitask to meet deadlines and keep projects on or below budget.

Requirements

  • Acts as the point of contact with Federal project representatives for the performance of all work under assigned Contracts and Task Orders.
  • Leads operational aspects of projects to include cost, schedule and technical performance management; personnel and subcontractor management; safety; and other related operations activities.
  • Completion of detailed quantity take-offs and develop unit price and hard bid estimates for competitive and sole source negotiated construction projects. (Project size: $20K - $20M).
  • Capability to develop and maintain multiple cost-loaded CPM project schedules, updates and reports as needed based on the Federal contract.
  • Draft subcontract agreements with scopes of work; manage subcontractors; ensure that work is completed in a timely manner to meet the overall project schedule as well as ensure that all in-scope work is completed within the given budget.
  • Communicate with onsite field personnel regarding project status, work underway, upcoming and completed activities.
  • Interacts and communication with Architectural and Engineering Firms on multiple design bid build and design build projects.
  • Manages expectations and relationships with the client senior leadership, company senior management and project teams.
  • Performs continuous review of project performance results and interfaces with client to address status, operational issues, and metrics in a timely manner.
  • Defines and establishes the project organization and project staffing requirements.
  • Identifies resources required for the project and oversees employee selection, hiring, and development.
  • Leverages the full range of corporate resources to improve service delivery.
  • Ensures work is executed in accordance with company practices and values and client specifications.
  • Communicates with the corporate office on all matters related to contract execution and performance such as personnel safety, deliverables, personnel issues (to include staffing performance), contract task conflicts, contract scope, contract financials, etc.
  • Holds responsibility for the projects profit and loss.
  • Provides leadership, direction, and necessary resources to ensure successful and effective contract performance in all areas including safety; quality of work; cost productivity; compliance with established procedures; timeliness; accuracy; and cooperation.
  • Capable of drafting and submitting USACE EM385 1-1 compliant Accident Prevention, Quality Control and Environmental Plans for individual projects.
  • Exercises sound business practices/methods; ensure all business activities are following all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner, and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices.
  • Assists Proposal team in developing and responding to Federal construction solicitations, Requests for Proposal(s), (RFP), and Requests for Quote(s), (RFQ).
  • Performs other duties as assigned.

Job Requirements
  • Bachelor's Degree in a construction related field from an accredited college or university or a minimum of (10) years of equivalent experience.
  • Minimum of ten (10) years experience in project management of vertical and horizontal construction contracts.
  • Documentable skill and experience in the use of RS Means/Gordian (database), Estimating software on Federal SATOC, JOC SABER or other Unit Price Based Contract.
  • Skill in the use of MS Office Systems including Word, Excel, Outlook, Teams and PowerPoint at an intermediate level.
  • Skill in use of Adobe Acrobat and or Bluebeam.
  • Ability to develop and maintain a Critical Path, (CPM), Cost Loaded Construction Progress Schedule and Reports utilizing Primavera P6 in compliance with USACE Requirements.
  • Proficiency in use of the USACE Resident Management System, (RMS).
  • Ability to successfully pass any background checks and/or drug testing as required.
  • Possess a valid driver's license with suitable driving record.
  • Strong leadership and management skills.


10 to 15% Travel is anticipated but may require more based on business demands.

DESIRABLE CERTIFICATIONS:

Current USACE QCM Certification, OSHA 30 Hour Certificate, 24-Hour Fall Protection,

First Aide/CPR, Primavera P6 Training Certification, PMP Certification, Competent Person Training.
