Description
Leidos’ Digital Modernization Sector | DoD Enterprise Information Technology (DEIM) Division is seeking an experienced Project Manager to support the Department of Defense’s Defense Civilian Personnel Data System (DCPDS), the Enterprise Human Resources (HR) system used to manage the DoD civilian workforce.
The Project Manager will lead and support program execution activities for DCPDS initiatives, with a primary focus on managing DCPDS implementation projects. This role is responsible for defining scope, developing and managing integrated project plans, driving delivery execution, and ensuring projects remain within scope, schedule, and budget. The Project Manager will partner closely with program leadership, engineering/integration, team leads, and finance to ensure strong governance, metrics-based reporting, and successful delivery outcomes.

The Project Manager will lead and support program execution activities for DCPDS initiatives, with a primary focus on managing DCPDS implementation projects. This role is responsible for defining scope, developing and managing integrated project plans, driving delivery execution, and ensuring projects remain within scope, schedule, and budget. The Project Manager will partner closely with program leadership, engineering/integration, team leads, and finance to ensure strong governance, metrics-based reporting, and successful delivery outcomes.
Primary Responsibilities:
- Manage DCPDS implementation projects, including defining project scope, building integrated project plans, leading execution, managing budgets, and performing proactive risk management.
- Own action item management, including capturing, assigning, tracking, and driving timely closure across stakeholders.
- Support Project Management and Program Finance by providing:
- EAC (Estimate at Completion) inputs and updates
- Financial tracking and reporting
- resource management support
- EAC (Estimate at Completion) inputs and updates
- Support ROM and proposal efforts, including past performance inputs, documentation, and development/organization of supporting artifacts.
- Provide support and backup to the Engineering/Integration Manager on program resource planning and financial activity tracking.
- Collaborate with functional managers, project leads, and scrum leads to provide inputs to overall integrated project management plans and ensure alignment across delivery teams.
- Review program/project metrics regularly to manage team status, identify trends/risks, and present progress updates to leadership and stakeholders.
Basic Qualifications:
- Bachelor’s degree and 8 years of prior relevant experience OR Master's degree and 10 years of experience. Specific experience, education and training may be considered in lieu of degree.
- General Project Manager and Operations experience on large-scale programs
- Proven ability to communicate effectively, both orally and in writing, with various stakeholders, including leadership, peers, and external partners
- Ability to operate independently with limited supervision while building strong relationships across technical staff, division managers, and peers
- Ability to work in a fast-paced and dynamic environment
- Disciplined strategic thinking and analytical problem-solving capabilities
- Strong business acumen, analytical capabilities, reliability, and sound judgment
- Experience with agile program execution
- Ability to travel as needed
- Must hold an active Secret Security clearance prior to start
- US Citizen
Preferred Qualifications:
- In-depth understanding of Oracle cloud technologies and OCI
- Knowledge of DMDC customer
- Excellent verbal and written communication skills. Team player who shares knowledge and experience with team
- Ability to work in agile environment and collaborate with other teams/groups in a fast-paced agile environment
- Understanding of business operations processes
