Pay Range: $114,900- $168,852 Annually
$114,900- $140,712 Annually at the F04.3 level
$137,910- $168,852 Annually at the F04.4 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Job Description

We have an opening for a Cost/Price Analyst. You will perform financial, cost, and price analysis in support of a wide range of procurements with varying complexity, including research and development, construction, equipment, systems, materials, supplies, and services. You will perform reviews of contractors' accounting, timekeeping and estimating systems in accordance with applicable accounting principles and regulations to support purchasing activities. This position is in the Procurement Department in the Business Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will
  • Apply and interpret complex procurement policies and regulations, ensuring compliance with DOE/NNSA requirements and internal business standards while serving as the subject matter expert on cost/price analysis, cost allowability, and accounting system requirements.
  • Perform pre-award financial and cost/price analysis of contractors' proposals. Provide guidance on pricing and assistance in determining reasonableness of price. Assist with developing negotiation strategies for complex contracts and/or agreements.
  • Determine final allowable costs of subcontracts and complete closeout of subcontract files.
  • Assess financial statements and financial viability of suppliers, providing recommendations to procurement personnel on the financial responsibility of suppliers.
  • Analyze subcontractors' accounting and timekeeping systems and determine ability to meet requirements for complying with government procurement rules and regulations.
  • Participate on Buying Teams and Contract Review Boards as the cost/price and financial analysis subject matter expert.
  • Prepare written reports, presentations and memos detailing the results of analyses and summary of recommendations.
  • Analyze and interpret data with multiple factors and criteria; independently selects methods and techniques to develop practical solutions to solve complex and diverse problems.
  • Perform other duties as assigned.

Additional job responsibilities, at the F04.4 level
  • Perform analysis and provide advice and guidance on the pricing and/or costs for the most complex, sensitive, specialized, and unique proposals and subcontracts.
  • Participate with procurement personnel, on resolution of complex issues, providing input and resolution in areas such as audits, disputes, claims, and negotiations.
  • Contribute to the development and refinement of internal procedures, guidance, tools, and templates related to cost/price analysis, cost allowability, and financial reviews."
  • Manage complex projects, and/or serve as a or mentor to other procurement personnel in the performance of assigned duties and responsibilities.


Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in Business Administration or related field, or equivalent combination of education and related experience.
  • Working and practical knowledge of theories, practices, procurement techniques and methods such as DOE Acquisition Regulations (DEAR)s and/or Federal Acquisition Regulations (FAR)s, cost accounting standards, business law, government regulations, commercial business practices and Generally Accepted Accounting Principles (GAAP).
  • Significant experience reviewing pricing and costs in contracts and/or agreements including knowledge of negotiations, contracts, procurement practices, terms and conditions and cost allowability.
  • Significant experience conducting comprehensive accounting system reviews and business system assessments.
  • Demonstrated critical thinking and data analytic skills, including the ability to interpret complex data, identify key trends, draw well-supported conclusions, and clearly communicate results and recommendations, along with the ability to analyze and solve diverse, multi-faceted problems using sound judgment and decision-making skills.
  • Advanced verbal and written communication and strong interpersonal skills necessary to interact effectively within a diverse team environment, customers, auditors, and external vendors and in providing a high level of customer service.
  • Effective organizational skills and ability to work in a faced-paced environment while simultaneously handling a diverse and varied workload, including ability to work independently toward goals and objectives.
  • Demonstrated adaptability to change; remain effective in shifting or uncertain environments, actively learning new systems and processes, and supporting others in adjusting to change.

Additional qualifications at the F04.4 level
  • Extensiveknowledge of cost/price analysis techniques and procurement methods including FAR, DEAR, CAS, business law, government regulations, commercial practices and GAAP.
  • Ability to analyze and interpret complex data, make decisions, solve complex problems, including ability to provide recommendations and advise management.
  • Extensive experience conducting comprehensive accounting system reviews, business system assessments, and analysis of financial statements.
  • Experience influencing or developing procurement policies, procedures, or best practices related to cost/price analysis.
  • Demonstrated ability to mentor/train others.

Qualifications We Desire
  • Demonstrated ability to effectively use AI tools and technologies to improve work quality and productivity.
  • Leverage AI tools and basic Python scripting to automate and enhance cost/price analysis, data validation, and reporting.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.
