Job Description
Savvee Inc. is seeking a visionary and results-driven Senior FinOps and Cloud Financial Management Lead to support our federal client in Silver Spring, MD, in a hybrid work environment. The ideal candidate will establish, champion, and lead the implementation of an enterprise-wide FinOps practice for the client. This high-impact role is designed for a strategic leader who will serve as the core catalyst uniting Finance, Procurement, Engineering, and Leadership to drive a lasting cultural shift toward cloud cost optimization and financial accountability.
ESSENTIAL FUNCTIONS
• Leading the continuous operationalization, onboarding, and organizational rollout of the enterprise FinOps platform and tools.
• Receiving raw cloud bills, billing data, and financial inputs to analyze and track cloud consumption patterns across multiple major cloud service providers.
• Conducting deep-dive financial analysis, billing validation, and anomaly detection on incoming data sets to catch unexpected spend spikes and support forecasting accuracy across all cloud environments.
• Collaborating directly with procurement and finance stakeholders to evaluate cloud spend trends, helping inform future enterprise vendor agreements, volume discounts, and capacity planning.
• Establishing and maturing cloud financial transparency frameworks that translate technical resource consumption metrics into meaningful business unit financial KPIs and value-based reporting for executive leadership.
• Identifying immediate cost savings, waste reduction, and resource optimization opportunities, and translating complex multi-vendor usage data into actionable strategies.
• Influencing and partnering with engineering and operational teams to implement optimization recommendations such as rightsizing, resource consolidation, and commitment management.
• Developing, implementing, and maturing operational showback/chargeback models to accurately assign received cloud costs to business units, applications, and projects.
• Leading the development, refinement, and enforcement of a comprehensive enterprise-wide tagging framework designed to accurately classify received cloud spend.
• Driving cross-functional culture change and process adoption across multiple business units with varying levels of cloud maturity.
• Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
• Demonstrating a commitment to quality and customer support.
REQUIRED EDUCATION AND TRAINING
• Bachelor’s degree WITH twenty-two or more years of experience OR
• Master’s degree WITH twenty or more years of experience
MINIMUM EXPERIENCE AND SKILLS REQUIRED
• Twenty or more years of professional experience
• Proven experience leading the enterprise implementation and rollout of a FinOps practice
• Direct experience analyzing and managing cloud billing frameworks across multi-cloud environments
• Demonstrated leadership designing enterprise tagging strategies and cost allocation frameworks
• Track record of building operational showback or chargeback models across complex organizations
• Experience driving cross-functional culture change and measurable cost savings across technical and financial teams
• Experience working within established cloud platforms, including AWS, Azure, and Google Cloud
• Highly motivated self-starter with strong customer service orientation
• Must have the ability to obtain the client’s Public Trust clearance
• A proficiency in utilizing MS Office products
• Proven familiarity with Artificial Intelligence (AI) concepts and responsible use of AI-assisted tools.
• Excellent written and verbal communication skills
• A highly motivated self-starter
• Must be motivated and have excellent customer service skills
DESIRED BUT NOT REQUIRED QUALIFICATIONS
• Direct experience managing cloud spend specifically within a federal agency or highly regulated enterprise environment
• Hands-on experience optimizing spend across all four major cloud providers: AWS, Azure, GCP, and OCI
• Proven capability to navigate complex organizational structures with matrixed, multi-tenant cloud environments
• Demonstrated experience executing large-scale public cloud commitment strategies, including Savings Plans, Reserved Instances, and volume discount negotiations
• Advanced technical mastery of Cloudability or comparable platforms, including backend configuration, API data integrations, and dashboard customization
• Bachelor’s or Master’s degree in Finance, Business Administration, Information Technology, or a related field
• FinOps certification (highly desired)
